25 to 30 percent of public tenders in Europe attract just one bidder. Each additional supplier saves the contracting authority roughly 4 percent of the contract value.

The barrier isn't capability. Suppliers cite difficulty accessing procurement information, restrictive requirements, and language gaps in foreign markets as the top reasons they don't bid. In Latvia, foreign companies win only about 2 percent of tenders.

In a recent webinar, our founder Georgs Vardanjans broke down how AI agents can close that information gap. The key insight: stop searching for the perfect prompt. What matters is context engineering, selecting the right document sections, historical data, and legal references before asking the agent anything.

Three things you can do this week: set up organization-level AI licenses with data training turned off, create a dedicated workspace for your next tender with all documentation in one place, and write down your bid/no-bid assumptions in a single page.

You're sitting on a bid worth €100K. Your costs are €85K. Three other companies are competing.

Do you bid €95K and hope the margin holds? Do you go aggressive at €90K and risk winning a job that barely pays? Do you push €105K and hope everyone else overpriced themselves too?

Most teams make this call on instinct. Maybe a quick sanity check with the sales director. Maybe a look at what they bid last time. Then they pick a number and hold their breath.

We just shipped a pricing simulator inside Sorsera that replaces the guessing.

You plug in your cost base, your bid price, the number of competitors you expect, and their likely price range. The simulator models your win probability and expected profit across the entire pricing spectrum, then shows you the exact point where the tradeoff between winning and making money is at its best.

Move your bid price up, watch the win rate drop and the margin climb. Move it down, watch the opposite. You can toggle how predictable the competition is (tight cluster vs. wide spread) and see how that shifts the math.

One thing worth noting: this is built for lowest-price tenders, where the scoring is binary. Price wins or it doesn't. For MEAT-criteria tenders where quality factors in alongside price, the model doesn't apply.

CERN has selected Sorsera to develop agentic AI for its procurement operations.

Some context on why this matters: CERN's annual procurement budget exceeds €600 million. Their supplier base spans tens of thousands of organizations across the globe. Managing that volume with traditional workflows creates bottlenecks in supplier discovery, evaluation, and engagement.

Latvijas Investīciju un attīstības aģentūra - LIAA has confirmed that Sorsera's project aligns with the objectives of IPCEI AI (Important Project of Common European Interest in Artificial Intelligence).

The project: a hybrid human-agent tendering system built for the single EU market. What this means for us: we're now part of a European-level strategic framework for AI development. IPCEI projects solve problems too big for any single company or country. They're how the EU coordinates breakthrough work across borders.

Our focus is more efficient tendering. We're combining human expertise with AI agents to give SMBs capabilities that were previously reserved for companies with large procurement teams.

Good to have LIAA's validation for our direction. Now we get back to implementation.

Last week Sorsera signed a pilot project agreement with CERN, the European Organization for Nuclear Research, to enable agentic AI for CERN’s procurement & supplier engagement!

Our team with CEO Georgs Vardanjans travelled to Geneva to kick off the project with the procurement team. Special thanks to Alise Pīka, our industrial liaison officer at CERN, for showing us around, incl. the visit to the laboratory of Latvia’s CMS Group, lead by Karlis Dreimanis, working to upgrade one of the key particle-physics detectors at the Large Hadron Collider.

Last week, our Client Relations Manager Jānis Ramāns took the stage at Public Procurement 2026, Latvia's annual gathering for procurement professionals.

He walked through what AI looks like in public procurement when you strip away the buzzwords. From document preparation and supplier communication to autonomous agents helping both buyers and suppliers make better decisions faster.

You can now generate AI-driven summaries for documents attached to tenders — helping you quickly understand key details without reading through lengthy files.

This feature is currently available in beta for all Pro plan customers.

At this stage, AI summaries work for Latvian tenders from EIS and can be generated in your preferred language: English, Latvian, Estonian, or Lithuanian. Supported file types include .doc, .docx, and non-scanned .pdf files.
