25 to 30 percent of public tenders in Europe attract just one bidder. Each additional supplier saves the contracting authority roughly 4 percent of the contract value.
The barrier isn't capability. Suppliers cite difficulty accessing procurement information, restrictive requirements, and language gaps in foreign markets as the top reasons they don't bid. In Latvia, foreign companies win only about 2 percent of tenders.
