🚨 EBA ត្រឹមតែជារឿងការទូត និងពន្ធអាករ ប៉ុន្តែ ESPR/DPP គឺជាបញ្ហា "អាយុជីវិត" នៃវិស័យវាយនភណ្ឌកម្ពុជាទាំងមូល!
ប្រសិនបើអឺរ៉ុបផ្តាច់ប្រព័ន្ធអនុគ្រោះពន្ធ EBA ពីកម្ពុជា ម្ចាស់ Brand ធំៗនៅតែអាចបញ្ជាទិញ និងនាំចេញសម្លៀកបំពាក់ពីកម្ពុជាទៅអឺរ៉ុបបានដដែល គ្រាន់តែពួកគេត្រូវបង្ខំចិត្តបង់ពន្ធនាំចូល។ ទីផ្សារនៅតែដើរ!
ប៉ុន្តែ សម្រាប់ច្បាប់ថ្មី ESPR (Ecodesign for Sustainable Products Regulation) និងប្រព័ន្ធ DPP (Digital Product Passport) វាមានឥទ្ធិពល និងសាហាវជាង EBA ដល់ទៅ ១០០ដង! ទោះបីជា Brands ធំៗមានលុយបង់ពន្ធមហាសាល ក៏ពួកគេ "មិនអាចនាំចូលសម្លៀកបំពាក់ទៅអឺរ៉ុបបានជាដាច់ខាត" ប្រសិនបើផលិតផលនោះគ្មានទិន្នន័យពីប្រភពដើម (Raw Material Data) ច្បាស់លាស់។ No Data = No Trade!
នេះគឺជាគ្រោះថ្នាក់ដ៏ធំបំផុតសម្រាប់កម្ពុជា។ បើយើងមិនដោះស្រាយបញ្ហានេះឱ្យទាន់ពេលទេ យើងនឹងបាត់បង់ទីផ្សារអឺរ៉ុបទាំងស្រុង ដែលធ្វើឱ្យកម្មករកាត់ដេរជាង ៨៣ម៉ឺននាក់ ត្រូវប្រឈមមុខនឹងការបាត់បង់ការងារ។
យល់ឃើញពីហានិភ័យថ្នាក់ជាតិនេះ ក្នុងនាមជាកូនកសិករខ្មែរម្នាក់ ខ្ញុំបានចំណាយពេលកសាងប្លង់ស្ថាបត្យកម្មប្រព័ន្ធទិន្នន័យ (DPP Ecosystem Architecture) នេះឡើងតែម្នាក់ឯងគត់ ដោយបានយកវាទៅប្រជុំ និងតតាំងជាមួយថ្នាក់ដឹកនាំជាន់ខ្ពស់នៃក្រុមហ៊ុនបច្ចេកវិទ្យាធំៗ (SaaS) ជុំវិញពិភពលោក រួមមាន៖

មោទនភាពបំផុតរបស់ខ្ញុំនៅថ្ងៃនេះ គឺប្លង់ស្ថាបត្យកម្មដែលគូសដោយកូនខ្មែរមួយនេះ មិនត្រឹមតែត្រូវបានទទួលស្គាល់ដោយក្រុមហ៊ុន Tech ធំៗទេ តែវាកំពុងស្ថិតនៅក្នុងដៃរបស់អ្នកតាក់តែងច្បាប់ដោយផ្ទាល់នៅឯ គណៈកម្មការអឺរ៉ុប (European Commission)។
ដូចដែលអ្នកទាំងអស់គ្នាបានឃើញក្នុងអ៊ីមែល ឯកសាររបស់ខ្ញុំត្រូវបានទទួលយកដោយលោក Matjaž Malgaj (មេកើយធំផ្នែកច្បាប់ Sustainable Products របស់អឺរ៉ុប) ហើយត្រូវបានបញ្ចូលទៅក្នុងប្រព័ន្ធកូដ [ENV-B04-ARES]។
(បញ្ជាក់៖ ENV-B04 គឺជានាយកដ្ឋានបរិស្ថានអឺរ៉ុបផ្នែកផលិតផលចីរភាព ចំណែក ARES គឺជាប្រព័ន្ធកត់ត្រាឯកសារផ្លូវការកម្រិតខ្ពស់បំផុតរបស់សហភាពអឺរ៉ុប)។ នេះជាការទទួលស្គាល់មួយដែលសូម្បីតែអ្នកជំនាញនៅអឺរ៉ុបខ្លួនឯង ក៏ពិបាកនឹងចូលដល់។
អនាគតដែលខ្ញុំចង់ឃើញ៖
ខ្ញុំមិនចង់ឱ្យទិន្នន័យរោងចក្ររបស់ខ្មែរ ធ្លាក់ទៅក្នុងដៃក្រុមហ៊ុនបរទេសទេ។ ខ្ញុំចង់ឱ្យកម្ពុជាមាន Central Data Center ខ្លួនឯង និងក្លាយជាមជ្ឈមណ្ឌលគ្រប់គ្រងទិន្នន័យ DPP ប្រចាំតំបន់អាស៊ី!
ប៉ុន្តែ កិច្ចការទំហំថ្នាក់ជាតិនេះ ខ្ញុំមិនអាចរុញវាទៅមុខតែម្នាក់ឯងបានទៀតទេ។ ខ្ញុំត្រូវការ "អ្នកដែលមានបេះដូងដើម្បីជាតិ" ចូលរួមជាមួយគ្នា។ ខ្ញុំកំពុងស្វែងរកដៃគូសហការ ថ្នាក់ដឹកនាំស្ថាប័ន អង្គការ ឬវិនិយោគិន ដែលមានទុន និងមានចក្ខុវិស័យចង់ការពារសេដ្ឋកិច្ចកម្ពុជា ឱ្យចូលរួមក្នុងគម្រោងនេះ។ ខ្ញុំស្វាគមន៍ជានិច្ច ក្នុងការលាតត្រដាងប្លង់ស្ថាបត្យកម្មនេះជូនអ្នកទាំងអស់គ្នា!
រួមគ្នា យើងអាចប្រែក្លាយបញ្ហានេះ ទៅជាឱកាសមាសសម្រាប់កម្ពុជា! 🇰🇭
🚨 Beyond EBA: Why the Digital Product Passport (DPP) is a 100x Bigger Threat (and Opportunity) for Cambodia!
If Europe revokes the EBA preferential trade status from Cambodia, global brands can still export their garments by simply paying the import tariffs. The market would still function.
However, the upcoming ESPR (Ecodesign for Sustainable Products Regulation) and DPP (Digital Product Passport) are 100 times more critical. Even if brands are willing to pay massive taxes, they ABSOLUTELY CANNOT export to the EU if the product lacks verified primary supply chain data. No Data = No Trade.
If we fail to address this immediately, Cambodia risks losing its entire EU garment market, directly threatening the livelihoods of over 830,000 garment workers.
Recognizing this national crisis, as a proud Cambodian, I have independently designed a comprehensive DPP Ecosystem Architecture. Over the past months, I have taken this blueprint to the global stage, negotiating with C-level executives of leading SaaS companies worldwide, including:

My proudest moment so far? This architecture, built by a Cambodian, is now actively being reviewed by the very lawmakers shaping the ESPR/DPP framework at the European Commission.
As seen in the email screenshot, my roadmap was personally acknowledged by Mr. Matjaž Malgaj (Head of Unit B4 Sustainable Products) and officially registered into the EU’s strict routing system under [ENV-B04-ARES]. (Note: ENV-B04 is the Environment Directorate for Sustainable Products, and ARES is the EU’s Advanced Records System). This is a level of validation that even many European experts struggle to achieve.
My Grand Vision:
I do not want Cambodia’s primary manufacturing data to be hosted and controlled by foreign entities. My ultimate goal is to establish a Local Central Data Center and position Cambodia as the ultimate DPP Data Hub for the Asian region!
However, a mission of this national magnitude cannot be driven by one person alone. I am actively seeking partners, impact investors, NGOs, and institutional leaders who have the heart, the resources, and the vision to protect our nation's economic future.
I am more than ready to present this architectural blueprint to those willing to join forces. Together, we can turn this existential threat into Cambodia’s greatest digital leap! 🇰🇭
