The AI Governance Gap: Deciding Without Doing

Here's a pattern showing up across industries: the people setting AI policy, approving AI budgets, and writing AI guidelines are often the least hands-on with the tools themselves.

They've read the reports. Sat through the briefings. Nodded along in the strategy meetings.

But have they actually built a workflow with Microsoft Copilot? Automated a process with Power Automate? Watched Security Copilot or Gemini triage a real threat, instead of just reading about it in a slide deck?

There's a real question here: Can you govern or lead something you've never actually used?

It's easy to approve an "AI strategy" on paper. It's much harder to know what's realistic, what's risky, and what's actually valuable until you've been in the tool yourself. This is exactly the gap I dig into in my MS in AI and Technology Management coursework at Nexford University; the space between approving AI and actually understanding it.

We see this gap constantly; leadership teams making high-stakes AI decisions based on secondhand information, while the people closest to AI tools have no seat at the policy table.
