When the person saying the words is justified in the uttering them or when the words said are based on an honest opinion backed by true facts, such a person cannot be held liable for defamation. Also one is not liable when the words complained of where privileged information e.g. when parliamentarians are debating in the house, or when the court hears the case in legal proceeding.
