Most cookie banners are doing less than their owners think.
A banner that appears on screen is not the same as a banner that works. The difference comes down to what happens before anyone clicks anything. If cookies are loading before consent is recorded, the banner is decorative. It looks like compliance. It is not compliance.
The Information Commissioner's Office is clear that consent must be freely given, specific, informed and unambiguous, and it must come before processing begins, not after. A banner that fires analytics or advertising scripts on page load, then asks for consent, has already done the thing it was supposed to wait for permission to do.
This is the gap that catches most sites out. Not a missing banner. A banner that runs in the wrong order, or that scans for fewer cookies than the site actually sets, or that has no record of what was consented to and when.
The quickest way to find out whether your site has this problem is to run it through the free Cookie Checker at cookiescan.com/cookie-checker. It takes about thirty seconds and shows you every cookie your site is setting, including the ones your banner does not know about.
No account required. No sales call follows. Just the information you need to know where you actually stand.
