While Creating Facebook lead ads campaign, there is a chance that Facebook will show your ads to those audiences who have already submitted the form or who have opened the lead form but have not submitted.
If you do not prefer to show them the ads again there is a trick you can use.
Step #1: Facebook will allow you to create a custom audience for those who have opened your lead form in the past 90 days ( You can set the parameter for any number of days subjected to maximum 90 days).
Step #2: While creating the Facebook Lead Campaign, you just need to Exclude that custom audience in the audience section.
Facebook will automatically update the custom audience list as you run the FB ad and will not show your ad to those who have already opened your lead form.

It is the step before selecting a pre-filled question.

# It can be used to create customer segmentation when the pre-filled question is not available for that segmentation.
