The first phase of e-governance was about moving government online.
The next phase is about making it intelligent.
At Dreamline, we have spent 13+ years building the foundation. Here is what we are building toward next.
When we started in 2012, the work was fundamental.
Getting government departments off paper. Building digital workflows. Creating systems that could capture data reliably from the field. Training staff who had never used a digital form. Making technology work in connectivity conditions that most vendors never design for.
That work was necessary. And it is not finished. But the horizon has shifted.
The departments we work with today are asking different questions. Not just how do we digitise this process — but how do we use the data this process generates to make better decisions? How do we see what is happening across 38 districts in real time? How do we identify problems before they become crises?
These are the questions that define the next phase of e-governance. And at Dreamline, we are building toward them.
Smarter dashboards.
Not more data on a screen. The right data, for the right person, at the right time. A district officer needs to see what is pending in their district today. A department head needs to see which blocks are falling behind this quarter. A secretary needs to see whether a scheme is reaching its intended beneficiaries. Three different views. One underlying system.
AI-powered analytics.
Automated MIS reports that generate without anyone compiling spreadsheets. Pattern recognition that surfaces anomalies before they become audit findings. Predictive tools that help departments allocate resources where they are most needed. These capabilities are real and they are available now — but only to departments that have clean data infrastructure underneath them.
Mobile-first field intelligence.
The future of government data is not entered at a desk. It is captured in the field, in real time, by coordinators who can update status, log inspections, and flag issues from wherever they are operating. Offline-first. Low-bandwidth. Verifiable.
This is the direction Bihar is moving. The AI Policy, the partnerships with Google and Microsoft, the Rs 468 crore commitment to an AI Centre of Excellence, all of it points the same way.
We have been building the foundation for 13+ years.
The next phase starts now.
