The Dainik Bhaskar report exposes severe mismanagement in onboarding the General Consultant, stalling the Patna Metro Rail project and leaving a ₹5,509 crore JICA loan unsanctioned. With no oversight, unchecked construction compromises quality and safety, putting the project at risk.
The process of hiring General Consultants has been filled with inconsistencies. Firms were unfairly evaluated on fee received across all criteria at the RFP stage, despite this not being specified in RFP, while the EoI stage explicitly applied it only to similar project experience with clearly mentioning it in EoI. Additionally, parent company credentials allowed at the EoI stage were arbitrarily disregarded in the RFP stage, and firms without valid PoAs were still considered, blatantly exposing favoritism and bias.
Urgent corrective action is required to eliminate preferential treatment, ensure transparency, and fast-track project implementation before further setbacks occur.
