Sikkim Bags Three Prestigious SKOCH Awards for e-Governance, Environment, and New Innovation
NEW DELHI / GANGTOK — June 25, 2026: The Government of Sikkim achieved a momentous milestone at the national stage during the prestigious SKOCH Awards ceremony held in New Delhi recently. Acknowledging exemplary performance in public service delivery, ecological conservation, and technological advancement, the state was conferred with three coveted SKOCH Awards.. The accolades span across vital governance spectrums, with the e-Prashasan Kendra, DAC Gangtok and the Forest and Environment Department securing Gold Awards, while the Department of Information Technology brought home top honors for digital innovation. The formal conferral of the award took place on Saturday, 20th June 2026, at the PHD Chamber of Commerce and Industry in New Delhi. The honor was presented during the 108th SKOCH Summit centered on the national theme, "Regulatory Framework for Viksit Bharat."
The first of the top honors, a Gold SKOCH Award, was presented to the e-Prashasan Kendra at the District Administrative Centre (DAC) in Gangtok for its revolutionary digital transformation. By overhauling legacy manual operations, the center has successfully established transparent, real-time accountability modules including the Amin Management System (AMS), Track My Application, and the SAMADAN grievance redressal system. This modern architecture facilitates seamless digital payments and real-time application tracking while utilizing geotag verification and smart queue management to drastically cut down administrative overheads.
Ultimately, the initiative has minimized the need for physical visits to government offices, bringing efficient "doorstep governance" directly to the citizens.
Sikkim’s long-standing legacy of eco-centric policy was also celebrated with a Gold SKOCH Award, conferred upon the Forest and Environment Department for its pathbreaking Environment Education Programme (EEP). Since its inception in 2019, this foundational green initiative has actively trained and engaged over 30,000 students and educators across the state in localized zero-waste initiatives and actionable circular economy frameworks. The sustained success and impact of the program in fostering critical green skills and environmental stewardship among young learners previously garnered subsequent high-level endorsements from the Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India, in both 2024 and 2025.
Furthering the state's technological milestones, the Department of Information Technology (DIT), Gangtok, secured a SKOCH Award in the 'New Innovation' tier for designing and deploying its state-of-the-art Check Post Management System (CPMS). This advanced infrastructure network automates absolute vehicle tracking by pairing Automatic Number Plate Recognition (ANPR) cameras natively with the national VAHAN API and web-based datasets. By seamlessly recording movements, validating legal compliance, and dynamically computing transit charges or penalties, the system generates highly accurate digital challans. The deployment has successfully eradicated bottlenecks at sensitive border access points, secured state border logs, and boosted exchequer collections by eliminating human accounting errors.
This triple-victory at the national forum cements Sikkim’s growing reputation as a proactive pioneer in aligning cutting-edge IT deployments with robust grassroots sustainability. The recognition underscores the state's ongoing commitment to ensuring responsive, and eco-friendly public administration for all its citizens.
