EPFO relaxes UAN Rule for PF Settlement but set ridersRetirement fund body EPFO has relaxed the provision that requires furnishing of Universal Account Number (UAN) for settlement of claims like PF withdrawal for all those who left membership before January 1, 2014.The Employees Provident Fund Organisation (EPFO) had made it mandatory to provide UAN on claim application forms in December last year.The decision to relax this condition of providing UAN for claim settlement was taken after considering difficulties being faced by those members who were not allotted UAN," an official said."UANs were initially alloted to all those members who weresubscribers during January to June 2014. This decision was taken to facilitate all those members who ceased to be in employment before January 1, 2014."It has been decided that claim forms may be accepted without UAN if the date of leaving/exit of the member is before January 1, 2014. Besides in exceptional cases, the officer in-charge may at his discretion based on the merit allow acceptance of claim forms without UAN.Quoting UAN on claim forms was made mandatory with anobjective of reducing chances of error. Since UAN is seeded with Aadhaar, bank account and other credentials, it helps legitimate claimants get their due without any hassle.EPFO had started allotting UAN numbers in July 2014. It had alloted over four crore UANs to its contributing subscribers. Members can activate their UANs themselvesand manage them like any other bank account online.UAN helps members get their passbook details and allows them to tag other credentials like PAN and Aadhaar. Besides, UAN remains portable during lifetime of subscribers. Thus, they are not required to apply for PF transfer claims on changing jobs.

*UPDATE ON LABOUR REFORMS IN INDIA:*

*Labour reforms getting delayed - Other bills to be introduced:*

Two key labour reform bills may not come up in the Monsoon Session of Parliament beginning next month while legislations on three populist measures could be introduced.

1. *The Maternity Benefit Act-1961:*
The Maternity Benefit Bill seeks to enhance maternity leave to 26 weeks from existing 12 weeks.

2. *The Employees’ Compensation Bill:*
This Bill aims to enhance maximum compensation amount in case of any injury to workers without going to high courts.

3. *The Employee Provident Fund Act-1952:*
The EPF Bill seeks to reduce the threshold for coverage of firms under the social security scheme run by retirement fund body EPFO to 10 workers from existing 20 workers. This is expected to cover 50 lakh more workers under EPFO schemes.

4. *The Child Labour Bill -2016:*
The Child Labour Bill, which is already pending in Parliament, can be passed during this session. It seeks to prohibit employing children below 14 years in all occupations.

*Following Two Important Bills Are Being Delayed:*

1. *Industrial Relations Code Bill-2015:*
The progress is slow on bills that have been bone of contention and are being opposed by trade unions.
These include the Industrial Relations Code and the Small Factories Act.

The Industrial Code Bill combines Industrial Disputes Act, 1947, Trade Unions Act, 1926, and the Industrial Employment (Standing Orders) Act, 1946.

2. *Small Factories Bill -2016:*
The Small Factories Bill aims to improve ease of doing business and create an ecosystem for encouraging small businesses.

It seeks to exempt small units with less than 40 workers from tedious compliance of 14 labour laws including Employees' Provident Funds and Miscellaneous Provisions Act and Employees' State Insurance (ESI) Act.
