Copilot answers to you. Microsoft Scout answers for you.

That one-word difference is the whole governance story. Scout, the first agent in Microsoft's new Autopilot category, doesn't wait for a prompt and doesn't stop when the conversation ends. It stays in the background, builds context through Work IQ, and acts across Microsoft 365, the desktop and the browser.

The detail getting less attention than it deserves: Scout has its own identity. It isn't borrowing yours for the length of a chat – it's a member of your tenant that can be granted permissions and can act while nobody is watching. Almost every AI control built so far assumes the agent inherits a user's access, audit trail and accountability. Autopilot agents break that assumption.

Microsoft's safeguard is human approval, and it's the right design. But approval only works while it still carries meaning. An agent operating continuously across someone's day generates requests faster than any human can meaningfully review, and the predictable result is approval fatigue – people click accept without reading, and the audit log records a consent that never really happened. Set approvals too tightly and the agent stalls, users abandon it, and the productivity case disappears before it can be measured.

So the real adoption work isn't enabling Scout. It's designing the approval model first: which actions are pre-authorized for which roles, which always need a person, which are simply prohibited.
