Le Mexique utilise de plus en plus la technologie de manière intelligente, mais ce n’est pas encore un pays dont la stratégie de sécurité routière repose principalement sur la technologie. L’aspect peut-être le plus intéressant de cette évolution est que le Mexique a adopté et adapté bon nombre des concepts associés aux pays ayant obtenu de bons résultats en matière de sécurité routière : approche du Système sûr (Safe System), cartographie des risques fondée sur les données, contrôle automatisé, évaluation des routes et suivi des flottes. Le pays met progressivement en place les structures institutionnelles nécessaires pour déployer ces solutions.

La technologie est souvent importée, mais l’innovation potentiellement distinctive du Mexique réside dans la manière dont elle est combinée avec un réseau routier immense et fragmenté, un important secteur du transport de marchandises, des infrastructures de surveillance urbaine et des entreprises technologiques locales, comme l’explique Montserrat Azcárate Sosa, consultante en mobilité urbaine chez ITS Mexico.

La sécurité routière au Mexique entre dans une nouvelle phase où il ne suffit plus simplement de construire davantage de routes ou d’installer des panneaux de signalisation. Le défi consiste désormais à adapter les infrastructures, innover grâce à la technologie et, lorsque les conditions l’exigent, développer ses propres solutions, capables de répondre à la diversité du territoire mexicain ainsi qu’aux contraintes budgétaires inhérentes à son économie.

Les autoroutes fédérales à grande vitesse, les corridors logistiques compétitifs permettant de tirer parti du nearshoring (relocalisation à proximité), les rues métropolitaines, les zones rurales et les espaces réservés aux piétons nécessitent tous des solutions différentes. Toutefois, ils reposent sur un principe commun : concevoir le système de mobilité de manière à ce que l’erreur humaine n’entraîne pas nécessairement la mort ou des blessures graves.

Moving traffic enforcement: When the road becomes the camera.

Traffic enforcement has traditionally been a largely human-driven business: the traffic warden with a notebook, the police officer at the roadside, the parking attendant patrolling the kerb. Now the kerb is becoming intelligent – and, increasingly, the road itself is watching.

Automatic Number Plate Recognition (ANPR) has already transformed parking, tolling, congestion charging and low-emission schemes. The next step is more sophisticated moving traffic enforcement: cameras and software capable of identifying vehicles entering restricted streets, ignoring bus lanes, turning where they should not, blocking yellow boxes or passing through other prohibited movements. The technology can capture the registration, establish what the vehicle has done and, increasingly, provide the evidential chain needed to support enforcement.

The clever bit is not simply reading a number plate, though. Modern systems are becoming an exercise in context. A camera can understand the movement of a vehicle through a junction, cross-reference the registration with relevant databases and distinguish a genuine contravention from an innocent manoeuvre. AI promises to make that process faster and more accurate still.
