Over the last few weeks we covered Regulations 1 to 15, from who the rules apply to and the definitions underneath them, through Regulation 4 and the nine quality standards, each standard in turn, and Regulation 15 on the published statement of standards.

Each regulation is broken down into two or three points you can actually remember, which is the version most teams need day to day.

Here it is as one document. One slide per point. Part Two starts next week at Regulation 16, the Statement of Purpose.

Back to school week!

New uniform, new timetable, new faces at the gate. For a lot of young people in residential care, this week takes more courage than it looks like from the outside.

Good luck to all of them. And to every care worker who has been up early ironing a shirt, finding a lost PE kit and getting someone out the door on time, we see you.

That's all nine quality standards covered. Regulation 15 completes this part of the rulebook, and it points at a document every manager should have to hand.

📌 Registered persons must take account of published statements of standards
📌 That is what gives the Guide to the quality standards its weight
📌 Ofsted considers how the home follows it

If you read one document alongside the regulations, make it the Guide to the Children's Homes Regulations. Regulation 15 is the reason it counts.

From next week we move on to the regulations that shape daily life in the home, from the statement of purpose to behaviour, privacy and medicines, starting with Regulation 16.

The ninth and final quality standard is Regulation 14, the care planning standard.

📌 Admission happens only when the home can meet the child's needs
📌 Arrivals and moving on are planned and handled thoughtfully
📌 Each child's plans must be followed, with a review requested if concerns arise or the child asks for one

The third point is worth noting. If a child asks for their plan to be reviewed, the home must request one. That right sits with the child.

The eighth of the nine quality standards is Regulation 13, the leadership and management standard.

📌 The registered person must lead a culture that helps children fulfil their potential
📌 The home must have enough staff, with the right experience and skills, to care for each child
📌 Monitoring must be used to keep improving the quality of care

Worth noting where staffing sits. The duty to have enough of the right people lives inside the leadership standard, so staffing is treated as a leadership responsibility.

📌 The risks each child faces must be assessed and understood
📌 Staff must act on any sign that a child is at risk
📌 Even the home's location must keep children effectively safeguarded

The location point is easy to overlook. Where a home sits is part of how children are kept safe, and the regulations treat it that way.

The fifth of the nine quality standards is Regulation 10, the health and well-being standard.

📌 Each child's physical, emotional and mental health needs must be met
📌 Every child is registered with a GP and a dentist
📌 Children get access to specialist support when they need it

In these regulations, health legally includes emotional and mental health. A home meeting this standard is looking after all of it, not just the medical basics.

The fourth of the nine quality standards is Regulation 9, the enjoyment and achievement standard.

📌 Children take part in activities they enjoy
📌 They develop their own interests, hobbies and skills
📌 They are helped to make a positive contribution to the home and the wider community

Enjoyment sits in the legal standard of care, the same as health and safety do. Ofsted inspects against it like any other standard.

The second of the nine quality standards is Regulation 7, the children's views, wishes and feelings standard.

📌 Children must be consulted about their care and daily life
📌 Their wishes and feelings must shape the decisions that affect them
📌 Views are balanced with what is in each child's best interests

That last point is the working reality of this standard. Staff must take a child's views seriously and still judge what is best for them, and the record needs to show both.
