While the images in a video move, the objects in photos or paintings don't move, right? So now look at the black dot in the middle of this photo and slowly move your face first towards and then away from the image. Did you notice what happened?
You did notice that the image was actually moving, right? The wheels seem to be spinning because your eyes constantly make small movements called saccades that "refresh" the image, causing you to see a still picture as if it was in motion.
