But in voice operations, not every manual action is a problem.

A routing change can affect cost, quality, margin, and partner commitments at the same time. A price update may require context that no automated rule can fully understand. Operator judgment still matters.

The real risk is not manual work itself. It is manual work performed without a clear connection between routing, billing, and commercial data.

In wholesale voice, different traffic profiles should not be treated the same way.
