SI 2026/563. Merchant Shipping (Port State Control). Comes into force 23rd June. These Regulations revoke and replace the Merchant Shipping (Port State Control) Regulations 2011 (SI 2011/2601) which apply to ships that are flagged with foreign States and which call at a port or anchorage in the United Kingdom. Port State Control is an international regime for the enforcement of standards for ship safety, pollution prevention and shipboard living and working conditions.

EU 2026/1123. Commission Regulation laying down labelling requirements for plant protection products and repealing Regulation (EU) No 547/2011. Regulation comes into force 1st January 2028. The label elements referred to in Articles 3, 4, 5, 6, 7 and 10 of this Regulation shall be provided on a label in a physical form and in a digital form. The label of a plant protection product shall contain information on:
• Annex I - the plant protection product’s identification and its conditions of use
• Annex II - safe disposal of the container of the plant protection product
• Annex III - hazard communication, including the potential hazard of the product to bees
• Annex IV - the potential to cause sensitising reactions
• Annex V - sowing of treated seeds
The label shall be written in the official language or languages of the Member State where the plant protection product is placed on the market

SI 2026/566. The Greenhouse Gas Emissions Trading Scheme (Lime Benchmark) (England) Order 2026. Comes into force 24th June. This Order amends the EU Activity Level Changes Regulation (EU 2019/331) and increases the lime products benchmark in Annex 8 from 0.725 to 0.798.

AI 2026 c.5. Environment (Miscellaneous Provisions) Act. Coming into force as per Environment (Miscellaneous Provisions) Act 2026 (Commencement) Order 2026 (RI 2026/202). This Act makes Amendments to the Environmental Protection Agency Act 1992 (AI 1992 c.7), the Waste Management Act 1996 (AI 1992 c.10), the Litter Pollution Act 1997 (AI 1997 c. 12) and Circular Economy and Miscellaneous Provisions Act 2022 (AI 2022 c. 26).

SR 2026/89. The Control of Explosives Precursors etc. (Amendment) Regulations (Northern Ireland) 2026. Comes into force 8th June. Amends The Control of Explosives Precursors etc. Regulations (Northern Ireland) 2014 (SR 2014/224). Amendments are to definitions and add controls on hydrochloric and phosphoric acids, hexamine and sulphur. Amendments also cover granting of licences, duties of employers and supply of Tier 1 and Tier 2 Substances.

SI 2026/501. The Goods Vehicles (Testing, Drivers’ Hours and Tachographs etc.) (Amendment) Regulations 2026. Comes into force 1st June. These Regulations make minor textural amendments to:
• Motor Vehicles (Tests) Regulations 1981 – Regulation 5
• Road Vehicles (Construction and Use) Regulations 1986 – Regulation 27
• Goods Vehicles (Plating and Testing) Regulations 1988 - Schedule 2
• Community Drivers’ Hours and Recording Equipment Regulations 2007 – Schedule.

RI 2026/195. European Union (Energy Performance of Buildings) (No. 2) Regulations 2026. Amendment comes into force on 24th May. The Regulations make further, minor, amendments to European Union (Energy Performance of Buildings) Regulations 2012 (RI 2012/243).

EU 2026/1030. Regulation (EU) 2026/1030 on the greenhouse gas emissions accounting of transport services. Comes into force 29th December 2030. This Regulation establishes rules for the greenhouse gas emissions accounting of transport services that start or end on EU territory. The greenhouse gas emissions from transport services shall be calculated on the basis of the common methodology as defined in EN ISO 14083:2023. A central EU database will be developed by the European Commission.
