"We're not based in the EU, so the GDPR doesn't apply to us."

It might.

The GDPR can apply to organisations outside the EU if they offer goods or services to people in the EU, or monitor their behaviour online.

In many cases, organisations without an EU establishment must appoint an EU Representative under Article 27 GDPR.

An EU Representative serves as a local point of contact for supervisory authorities and individuals, helping organisations meet their regulatory obligations.

Failing to appoint a UK representative when you need one is not a technicality. It is a breach of Article 27, and the ICO can issue fines of up to £8.7 million or 2% of global annual turnover.

The organisations most exposed tend to be the ones that never considered the question: online retailers shipping to UK customers, SaaS providers with UK users, analytics-heavy businesses tracking UK visitors. No UK office, no UK entity, and often no idea the requirement exists.

The hardest part of the DPO role isn't technical knowledge. It's being able to give advice nobody wants to hear.

A DPO has to be able to tell the business that a launch has a problem, that a supplier arrangement doesn't work, that a project needs to stop. The GDPR protects that independence deliberately: the DPO can't be instructed on how to carry out their tasks, and can't be penalised for doing the job properly.

That's straightforward to write into a policy. It's harder to live with when the DPO reports to the person whose project they've just flagged.

"We've already appointed an EU representative, so the UK is covered."

It isn't.

Since Brexit, the UK GDPR and the EU GDPR are separate regimes. An EU representative satisfies Article 27 of the EU GDPR. It does nothing for the UK equivalent.

If your organisation has no establishment in the UK but offers goods or services to people there, or monitors their behaviour, you may need a UK representative as well. The same works in reverse: a UK appointment does not cover the EU.
