If certain ads aren't driving sales, the first thing you should check before turning them off isn’t ROAS.
It’s amount spent.
- Meta doesn’t treat every ad as a “closer.”
- Some ads are used to warm your audience.
- They create interest, build familiarity with your product, and signal buying intent.
Meta's algorithm knows this and will intentionally allocate spend to these “pre-sell” ads even if they don’t directly convert.
That’s by design.
So don't panic if you see Meta pushing budget to an ad that’s not driving sales.
Check if it’s doing its job at the top of the funnel.
Evaluate these metrics:
- CPM (Are you reaching people cost-effectively?)
- CPC (Are they clicking?)
- CTR (Are they engaging?)
