في بيئات العمل المتقدمة، كثيرًا ما نسمع عن “الحوكمة” و”الإدارة”،
لكن هل كل من يُدير… يُحسن الحوكمة؟
وهل كل من يراقب… يُحسن الإدارة؟

الفرق بينهما ليس في المنصب فقط، بل في زاوية الدور وأفق التأثير.

5 فروقات جوهرية بين Governance (الحوكمة) و Management (الإدارة):

1. المستوى القيادي

‏Governance:
تُمارس من القيادات العليا (مجالس، وكلاء، لجان حوكمة)، وتضع السياسات والأُطر العامة.

‏Management:
يُمارسها المديرون التنفيذيون وفِرق العمل لتطبيق السياسات وتحقيق الأهداف.

مثال توضيحي:
• الحوكمة: وضع سياسة لآلية اختيار المشاريع المعتمدة.
• الإدارة: تطبيق السياسة باختيار وتنفيذ المشاريع المتماشية معها.

2. الهدف

‏Governance:
تضمن الاتجاه الصحيح، والالتزام بالشفافية، وتوزيع السلطات والمسؤوليات.

‏Management:
تركّز على تحقيق النتائج والكفاءة من خلال تنفيذ المهام والبرامج.

مثال توضيحي:
• الحوكمة: التأكد من أن المشاريع تدعم أهداف الوزارة.
• الإدارة: إدارة الميزانية والموارد لتنفيذ تلك المشاريع بكفاءة.

3. زاوية التأثير

‏Governance:
تعمل من الأعلى إلى الأسفل (Top-down)، وتُراقب لا تُنفّذ.

‏Management:
تعمل من الأسفل إلى الأعلى (Bottom-up)، وتنفذ وترفع التقارير.

مثال توضيحي:
• الحوكمة: لجنة عليا تقرر مراجعة دورية لنتائج المؤشرات.
• الإدارة: الفرق تقوم بجمع البيانات وتحليلها وإعداد التقارير.

4. طبيعة الأسئلة التي تُطرح

تسأل: هل نحن نعمل على الأمور الصحيحة؟ وهل الأمور تسير حسب المبادئ والأهداف العليا؟

‏Management:
تسأل: كيف نُنجز هذه المهمة؟ وما الموارد المطلوبة؟

مثال توضيحي:
• الحوكمة: هل هذه المبادرة تدعم التوجه الوطني؟
• الإدارة: ما خطة التنفيذ والتسليم لهذه المبادرة؟

5. المخرجات المتوقعة

‏Governance:
أُطر، سياسات، ضوابط، قرارات إشرافية.

‏Management:
خطط، تقارير تنفيذ، مؤشرات أداء، مخرجات ملموسة.

مثال توضيحي:
• الحوكمة: اعتماد دليل حوكمة المشاريع بالوزارة.
• الإدارة: تنفيذ المشاريع وفق هذا الدليل ورفع تقارير المطابقة.

الحوكمة تُحدّد ماذا يجب أن يحدث…
والإدارة تُحدّد كيف يحدث ذلك.
ومن يخلط بينهما… يُرهق التنفيذ ويُربك التوجيه.
