🚀 The Commissioning Pyramid
Every successful commissioning project is built from the ground up.
Too many teams focus on Integrated Systems Testing while rushing through the early phases. That’s usually where delays, rework, and unnecessary costs begin.
The seven levels of commissioning are not equal. The quality of Levels 0 through 2 determines how successful everything above them will be.
🔺 Level 0 | Design Intent & Owner’s Project Requirements (OPR)
Every project starts with a clear vision.
The OPR should define exactly what the owner expects the facility to deliver. When these documents are copied from previous projects instead of being developed for the current one, problems are introduced before construction even begins.
🔺 Level 1 | Factory Acceptance Testing (FAT)
The factory is the best place to find problems.
Testing switchgear, UPS systems, PLCs, control panels, and automation equipment before shipment helps eliminate costly field rework. A problem discovered before equipment leaves the factory is almost always easier and less expensive to resolve than one found during startup.
🔺 Level 2 | Component Startup & Pre-Functional Testing
This is where every component is proven to work as designed.
Instrumentation, drives, motors, PLC I/O, networking, power distribution, and field devices should all be individually verified before moving to system-level testing. Accurate documentation and repeatable test results matter more than simply checking boxes.
🔺 Levels 3-4 | Functional & Integrated Systems Testing
This is where individual systems become one operating facility.
Power, mechanical systems, SCADA, PLCs, networking, cybersecurity, and building systems must work together exactly as designed. Integration is what separates a functioning facility from a reliable one.
🔺 Levels 5-6 | Stress Testing & Operational Validation
The final stage proves the facility is ready for real-world operation.
Redundancy, failover, alarm response, load transfers, and operational readiness are validated before the facility is placed into service.
The Engineering Perspective
The strongest commissioning teams spend more time getting the foundation right than recovering from problems later.
When Levels 0 through 2 are executed correctly, the remaining phases become validation instead of troubleshooting.
Commissioning is not just the final phase of a project. It is an engineering discipline that starts with design and continues until the facility is operating as intended.
Lessons Learned
Small issues missed during early commissioning rarely stay small.
A missed grounding issue, incorrect PLC logic, undocumented field change, or network configuration error can quickly become a schedule delay during Integrated Systems Testing or after the facility goes live.
There are no shortcuts in commissioning. Problems skipped early are simply found later when they are more expensive to fix.
