DPP continuity belongs in the architecture, not in the incident plan.

The retained package, identifiers, version references, interpretation material, access rules and handover route should be agreed while the integration can still be changed.

An independent continuity layer does not replace the live DPP service. It preserves the agreed historical package when that service changes or disappears.
