When a technology programme begins to slip, adding more people is not always the answer.

The underlying problem may be unclear scope, weak governance, unresolved dependencies or a delivery cadence that no longer reflects operational priorities.

In one project-delivery scenario, the immediate focus was not to accelerate development. It was to restore control by:
- Reconfirming the programme scope
- Clarifying decision ownership
- Prioritising critical dependencies
- Establishing a realistic delivery cadence
- Improving communication between business and technical teams

Once the programme had stronger structure, specialist capability could be introduced where it would make the greatest difference.
