If you want to drive north or south out of Metro Manila, you have to use the massive expressways (NLEX, SLEX, Skyway). And every few kilometers, you have to stop and pay an incredibly high toll fee to a private corporation.

We accept this because the roads are smooth. But to an economist, these highways represent the ultimate surrender of state power: The Build-Operate-Transfer (BOT) Law.

In a First World country, the government uses your taxes to build highways, and you drive on them for free. But the Philippine government historically had terrible credit and massive corruption; they mathematically could not afford to build a modern highway.

So, they made a desperate trade.

They told massive private conglomerates: You use your own billions to build the highway. In exchange, we will grant you a monopoly franchise to charge the public whatever toll fee you want for the next 25 to 50 years.

The government got the road without spending a peso, and the politicians took the credit. But the public was slapped with a Geographic Tax. You can no longer freely move across your own country. The right to travel efficiently was fully privatized. The working-class commuter is forced to surrender hundreds of pesos every single day to corporate billionaires just to access the basic right of physical mobility.
