Most counties in Guernsey's position would have waited. No statewide ESInet. Two dispatchers per shift. An analog system that *technically* still worked.
Instead, Guernsey County Sheriff's Office - Sheriff Jeffrey D. Paden went live on cloud-native NG911 without a regional ESInet, cut over in under 3 hours with zero downtime, and added Automated Non-Emergency Triage by Prepared by Axon so their two-person-per-shift team could stay focused on the calls that actually needed them.
