Senior Maritime Analyst/Maritime Sector Subject Matter Expert
Summit-Tek, Inc. is currently seeking a Maritime Sector Subject Matter Expert (SME) to join an exciting program in Norfolk, VA. The SME will be responsible for supporting the Department of Homeland Security and its inter-agency partners by leveraging emerging technologies in support of the Maritime Operations Coordination Plan (MOCP). The SME will assist clients by improving their understanding of maritime risk, enabling them to make better informed decisions and take appropriate action. SME will be trained and become proficient on the Windward Intelligence System, a predictive risk analysis tool utilizing Artificial Intelligence to provide data-driven risk insights based on actual ship operations.

Required Qualifications:

Active Secret Security Clearance (minimum)/Active Top-Secret Clearance (preferred).
Ten (10) years’ demonstrated experience working in the maritime domain with an in-depth understanding of the maritime environment and maritime law.
Bachelor’s Degree in a technical field; additional years of experience in lieu of degree is acceptable.
Experience working in a military, law enforcement, or classified environments.
Five (5) years or more of demonstrated experience using Microsoft Office (Word, Outlook, PowerPoint, Excel and Project) applications.

In this position the ideal candidate will work as a trusted advisor to lead the planning, administration, creation of solutions, training and the performance of research and special studies of emerging technologies and communications platforms to identify exploitable vulnerabilities and weaknesses in these technologies and platforms,

Responsibilities
Work with client leadership and staff to evaluate the client’s current objectives, research, assessment methods, and techniques. Assist the client to design and create emerging technology assessment/evaluation programs beyond client’s current capabilities.

Use needs assessments and sophisticated exploitation techniques to enhance client’s ability to pursue criminal investigations using technical methods at both tactical and strategic levels.

Provide proven technical and subject matter expertise in the assessment of a multitude of emerging technologies and programs.

Conduct liaison across private industry, technology organizations, as well as federal, state, and local law enforcement to advance client objectives.

Develop/customize hardware and software-based solutions to enhance technical investigations.

Qualifications:
Ten years of diverse experience solving complex design, engineering, network, or functional business problems for modern complex integrated technical solutions.

Master’s degree in Computer Science, Information Systems, Data Science, Engineering or other related technical disciplines. Four years of additional experience can be substituted with a BA/BS degree in Computer Science, Information Systems, Data Science, Engineering or other related technical disciplines.

Top Secret Clearance with SCI eligibility.

Preferred Qualifications

Experience in advanced system architecture, hardware/software technologies, and communications; applied physics; data science; computer networking; digital/ analog systems; human factors engineering; computer simulation; code writing/programming (C++, Python, Java, Linux, SQL, HTML, etc.); Certified Ethical Hacker; cryptography; database management; and electronic sensor technologies.
