The future of naval warfare isn't science fiction - it's already at sea.

The U.S. Navy's Optical Dazzling Interdictor, Navy (ODIN) is a directed-energy system designed to counter unmanned aerial systems and other intelligence, surveillance, and reconnaissance threats by disrupting or dazzling their sensors rather than destroying them. It's one of the Navy's first operational shipboard laser capabilities and represents an important step toward the fleet's broader directed-energy future.

Fixed-price is no longer just preferred at DoD - it's now the default.

On July 1, the FAR Council issued a deviation to FAR Part 16 implementing Executive Order 14402, formally establishing fixed-price contracts as the "default and preferred contract type" across federal procurement. Cost-reimbursement, T&M, labor-hour, and letter contracts above set thresholds now require written justification approved at the agency head level - not the contracting officer.

The thresholds: $100M at DoD, $35M at NASA, $25M at DHS, $10M elsewhere.

It also reaches back. Existing contracts and orders with 18 months or more of performance remaining as of July 15 need an approved justification by July 15, 2027 - options included.

Worth noting for anyone on a multiple-award vehicle: the requirement applies at the task and delivery order level, not the master contract. So SeaPort NxG and similar vehicles aren't directly affected - but individual T&M or cost-type task orders issued under them are.

For small businesses holding those task orders, this is worth building into pricing and capture planning now rather than waiting on agency guidance. We're tracking the implementation closely as we plan our own approach.

Today we honor the men and women who served in the Korean War.

July 27th marks the anniversary of the 1953 Armistice Agreement — the day active combat stopped, though the war never formally ended. Nearly 40,000 Americans gave their lives before that agreement was signed.

We're grateful to the veterans of "The Forgotten War" and to everyone who carries their service forward.

The DoW just awarded a $9.7B enterprise Microsoft licensing agreement through Dell Federal Systems - consolidating fragmented IT budgets into a single vehicle and projecting $422M in annual savings.

For Navy and DoD programs, the implications go beyond cost. A unified licensing structure supports the cross-domain data sharing CJADC2 depends on. That's not a minor footnote.

Giesler exists because service doesn't end when the uniform comes off - and our team carries that forward every day.

Recap #2 from a busy conference week at Giesler LLC -

Tara Hill represented the team at the AFCEA Maritime Operations & Information Warfare Summit (MOIS 2026) in Norfolk — three days of panels, matchmaking, and conversations with Navy and DoD leadership.

A few themes that came up again and again:

🔹 Zero Trust isn't a future initiative — it's a funded, deadline-driven priority. FY27 targets are real for networks, FY30 for OT and weapons systems. For companies doing RMF/A&A work in afloat and DIL environments, the demand signal is loud.

🔹 The "Cattle Drive" is in motion. Legacy systems across the DON are being migrated, bundled into enterprise services, or retired by 2027. If you're in Navy IT modernization, this is the landscape.

🔹 Acquisition is shifting. OTAs, Commercial Solutions Openings, and platforms like TradeWinds are replacing traditional RFPs in more and more program offices. Multiple panels pointed industry toward https://www.peodigital.navy.mil/Industry/ as a direct submission channel.

🔹 AI has moved from exploration to deployment. Edge computing, predictive maintenance, AI-augmented cyber defense — these aren't concepts on a roadmap anymore. They're funded and fielding.

🔹 NCTAMS modernization is a real priority. The vision is a transport-agnostic, AI-enabled "smart NCTAMS" — and the transition from legacy to modern systems is creating demand for people who understand both.

Grateful for the access and transparency from Navy leadership across all three days. This is how industry engagement should work.
