**An Open Letter to the Leadership of Cagayan de Oro City**
**From a Kagayanon, for the Kagayanons**

To Hon. Klarex Uy,
and the Honorable Governor of Misamis Oriental,

Good day.

I write this letter as a concerned Kagayanon—one who believes deeply in the potential of Cagayan de Oro City to lead with integrity, innovation, and inclusive progress.

This letter is a public expression of vision and civic concern. It is not intended as a criticism of any individual, office, or institution.

As our city continues to grow, many citizens still experience slow transactions, long queues, fragmented services, and avoidable delays in everyday government interactions. These challenges affect commuters, workers, senior citizens, small vendors, and ordinary families.

Today, technology—particularly artificial intelligence—offers a lawful, transparent, and widely accepted way to improve how cities serve their people.

AI-driven systems can help enable:

* Faster and more consistent public services, available 24/7
* Unified digital payments for public transport, markets, small vendors, and government services
* Real-time tax computation with same-day remittance through authorized banking channels
* Automated pension and social benefit crediting without delays or manual handling
* AI-assisted traffic monitoring that supports fair, non-intrusive enforcement without roadside interruptions

These systems are designed to support governance, not replace it. Human oversight remains essential—especially for policy decisions, appeals, and exceptional cases—while routine transactions benefit from automation, traceability, and consistency.

This open letter respectfully calls for the exploration of pilot programs, consultations with experts, and public dialogue on how AI can responsibly strengthen governance in Cagayan de Oro, in alignment with existing laws, data privacy standards, and principles of public accountability.

The goal is simple:
**better public service, stronger public trust, and a future-ready city that works for everyone.**

Cagayan de Oro has long been known for resilience and forward thinking. With careful planning and inclusive leadership, it can also be known as a model city for transparent, citizen-centered innovation.

This letter is offered in good faith, in a spirit of collaboration, and with respect for our institutions and leaders.

As someone who works in tech and takes cybersecurity seriously, I feel a strong responsibility to speak up.

The recent breach involving McDonald’s AI-powered hiring platform didn’t require elite hacking skills. It happened because of something shockingly simple: the system was left accessible through a default password—123456. That basic oversight exposed millions of job applications, including personal information like names, phone numbers, emails, and home addresses.

This isn’t just a fast-food issue. It's a global wake-up call that cybersecurity must be prioritized across every industry—public and private alike.

This includes:

Private and public schools

Healthcare facilities and pharmacies

Shipping and logistics companies

Telecom and network service providers

Law firms handling sensitive legal documents

Government offices such as the BIR, LTO, water districts

City halls, barangay centers, mayor’s offices, and capitol offices

If your system handles personal, sensitive, or citizen-facing data, you have a duty to lock down the basics—starting with passwords, access control, and regular audits. One small mistake can put entire communities at risk.

To my friends, schoolmates, and relatives, and especially to all Cagayanons and our neighboring provinces—this message is for you. And most importantly, to all members of Da’ Kagayanon CyberSecurity:
Let’s continue being champions of digital safety and vigilance. We must educate, advocate, and stay alert—not only for ourselves but for our schools, LGUs, and communities.

⚠️ And to the public: please be mindful about where you get your information regarding digital safety. While professionals from the political and legal sectors—including lawyers and public figures—often mean well, true cybersecurity guidance should come from reputable, technically grounded sources. Follow cybersecurity professionals, trusted infosec communities, and verified organizations. Your data deserves better than surface-level advice.

I commend McDonald’s and Paradox.ai for acting quickly and transparently—but this incident should remind all of us that digital trust is fragile and must be continuously protected. Security isn't just an IT issue—it's a leadership issue, a community issue, and a shared responsibility.

The malware, once used primarily to intercept SMS messages and manipulate banking apps, can now capture Android PINs and unlock patterns in real-time.

Here’s what you need to know:

How it works: TrickMo masquerades as legitimate apps and gains accessibility permissions. It can then record screen inputs like PINs, passwords, and unlock patterns, giving attackers full control over your device and banking apps.
