Across all three batches, the youth gained hands-on experience with Canva and Artificial Intelligence, equipping them with digital skills to turn ideas into creative, meaningful content.
Through this initiative, PICTO continues to support youth digital empowerment by giving young Surigaonons opportunities to learn, create, and innovate through technology.

The Provincial Information and Communications Technology Office (PICTO) of Surigao del Norte, represented by EnP. Graciela E. Mante, Office Head, together with Data Management Division OIC Vincent Pacleb and Software Developer Pearl Gene Ivan Petallo, participated in the E-Governance Act and its Implementing Rules and Regulations (IRR) and Information Systems Strategic Plan (ISSP) Caravan, held in Butuan City on July 28โ€“29, 2026.

Organized by the Department of Information and Communications Technology (DICT) Caraga Regional Office, the caravan was graced by Assistant Secretary Maria Victoria Castro, Assistant Secretary for E-Government, together with her team.

The two-day activity brought together IT representatives from Local Government Units (LGUs), Government-Owned and Controlled Corporations (GOCCs), and State Universities and Colleges (SUCs) across Region XIII to deepen understanding of the E-Governance Act and strengthen institutional digital planning.

Beyond orientation, the caravan featured a hands-on workshop focused on preparing and refining agency Information Systems Strategic Plans (ISSPs) using the newly institutionalized national template for 2028โ€“2030.

Through the active participation of the PICTO SDN Team, the Provincial Government of Surigao del Norte continues to advance its commitment to responsive, efficient, and digitally enabled public service, supporting the province's vision toward a more connected, innovative, and future-ready government.

As part of the 3rd Edition of the YOUth-nited Month Celebration for Linggo ng Kabataan, the Provincial Information and Communications Technology Office (PICTO) was proud to partner with the Provincial Youth Development Office (PYDO), under the leadership of Governor Robert Lyndon S. Barbers, and the DICT Surigao del Norte Office, to lead Day 1 of the Basic Canva Training Workshop with AI for the Youth of Surigao del Norte on August 8, 2026, at Provincial Research Innovation. Science Museum (PRISM) building, Surigao City.

Serving as hands-on mentors and speakers, PICTO's team members Shiloh Lagahit, Allejandro Cayasa, and Vince Gabriel Eder guided energetic participants from Surigao del Norte National High School (SNNHS) through interactive design techniques and practical AI capabilities.

By sharing technical expertise and real-world digital skills, PICTO remains dedicated to supporting PYDO's mission of equipping Surigaonon youth to innovate, express themselves, and thrive in today's digital landscape.

๐Ÿš€ DIGICARE CONTINUES TO EMPOWER COMMUNITIES ACROSS SURIGAO DEL NORTE! ๐Ÿ’™๐ŸŒ

Following the successful pilot rollout of the DIGICARE (Digital Citizenship Awareness and Responsible Engagement) Cyber Hygiene Program with the Mamanwa women and children of Sitio Tagbasingan, Brgy. In Mat-i, Surigao City, last March, in celebration of National Women's Month, the initiative has reached another milestone with its second community rollout, this time empowering senior citizens in the Municipality of Sison.

In line with the vision of Governor Robert Lyndon S. Barbers for an inclusive, smart, and digitally empowered Surigao del Norte, the Provincial Government of Surigao del Norte, through the Provincial ICT Office (PICTO) and the Provincial Social Welfare and Development Office (PSWDO), partnered with the Department of Information and Communications Technology (DICT) โ€“ Surigao del Norte, JCI Surigao Wensie, and LGU Sison to bring the program closer to another important sector of our communities.

A total of 49 active senior citizen representatives from various barangays in Sison participated in the DIGICARE Cyber Hygiene Seminar, where they learned about digital literacy, responsible online behavior, cybersecurity, and practical ways to protect themselves from online scams and emerging cyber threats. In today's digital world, empowerment has no age limit.

We extend our sincere gratitude to our guest speakers from DICT, Ms. Shielamhe M. Laid and Mr. Clark Jirves S. Consigna, who shared their technical expertise and led engaging discussions with our participants.

This activity was made possible through the dynamic support and involvement of key leaders and partners, including the Municipal Government of Sison, led by Mayor Leicester P. Fetalvero, ably represented by Vice Mayor John Lester R. Fetalvero, along with Sangguniang Bayan Member Karissa Fetalvero-Paronia, MSWDO Analyn Bacasnot, JCI Surigao Wensie LO President Ms. Sheila Lauren P. Mijares, DICT Provincial Director Engr. Ricardo Bacolod, Jr., and the senior citizens of Sison led by the Federated President Cresencio E. Maglupay and OSCA Head Nonito D. Calang.

From indigenous communities to our senior citizens, DIGICARE continues to expand its reach, ensuring that every Surigaonon is equipped with the knowledge and skills to navigate the digital world safely, responsibly, and confidently.

We were honored to welcome our neighbors from Surigao del Sur- led by DOST-PSTO, alongside representatives from the Surigao del Sur Provincial Government and the Office of the First Congressional District, for a special learning visit to PRISM! ๐Ÿ’กโœจ

From exploring interactive museum exhibits to showcasing digital fabrication in action with 3D-printed tokens, the visit highlighted how local governance and technology come together. We were also proud to share our digital transformation initiatives, systems, and operational frameworks.

Under the leadership and vision of Gov. Robert Lyndon S. Barbers, Surigao del Norte continues to champion innovation, research, and science education.
