Para ma-solve ang waste problem ng isang community, kailangan ng double-pronged approach: immediate grassroots action para ma-cut ang total volume, at structured advocacy para makabuo ng reliable local infrastructure.

If I am a councilor of Marawi City, I would propose an ordinance na:
1. I-mandate ang Source Segregation
​I-hati sa 3 Streams: Organic (pagkain, mga dahon), Recyclables (chapa/bakal, plastik, papel), at Residuals (delikado o maruming gamit).
​Gumamit ng Visual Bins: Lagyan ng malinaw na icons at litrato ang pampublikong tapunan gamit ang lokal na wika, hindi lang purong text.
​Iwasan ang Contamination: Kapag nabasa ng food waste ang recyclables, agad na nawawalan ng halaga ang mga ito.

​2. I-divert ang Organic Waste sa Lokal na Antas
​Ang organic waste ay karaniwang kumakatawan sa 50–60% ng kabuuang timbang ng basura ng bawat bahay.
​Gumawa ng shared community compost pit o tumbler system para sa mga natirang pagkain at mga tuyong dahon.
​Kapag nabawasan ng kalahati ang organic waste, agad na mawawala ang mabahong amoy at magkakaroon pa ng libreng pataba para sa community gardens.

​3. Gawing Micro-Economy ang Recyclables
​Makipag-partner sa Scrap Buyers: Ang mga mangangalakal at local junk shops ay may dati nang bilihan ng bakal, matitigas na plastik, at karton.
​Incentive Schemes: Magpatupad ng "Basura Palit-Gamit" model kung saan pwedeng ipagpalit ng residente ang malinis na recyclables para sa pagkain, basic supplies, o community credits.
​Community Recovery Hub: Maglaan ng tuyo at may bubong na lugar kung saan pwedeng i-imbak nang ligtas ang na-sort na recyclables habang naghihintay ng bulk pickup.

​4. I-mobilize ang Local Governance & Action
​I-target ang Hotspots: Mag-organisa ng buwanang volunteer cleanup lalo na sa mga estero/sapa at illegal dumping sites para maiwasan ang baha at pagkalat ng sakit.
​Block Champions: Magtalaga ng mga respetadong lider sa neighborhood para magturo sa mga bahay-bahay tungkol sa pagbubukod ng basura at mag-report ng illegal dumping.
​Lumapit sa Local Government: Ipakita ang datos ng na-sort na basura sa mga opisyal ng barangay o munisipyo para humiling ng nakatatakdang pickup schedules at tamang lalagyan ng basura.
