अध्यादेशवाट ल्याउन लागिएको ऐनमा संघमा कर्मचारीहरूको दरबन्दी घटाइएको छ । बढीमा ३० हजार दरबन्दी राख्ने व्वयस्था गरिएको छ । हाल संघमा करिब ५२ हजारको हाराहारीमा कर्मचारीहरूको दरबन्दी छ,
कर्मचारीहरूको दरबन्दी घटाउन सहसचिवको सेवा अवधि १०वर्ष, सचिवको ३ वर्ष र मुख्य सचिवको सेवा अवधि २ वर्ष कायम गरिएको स्रोतको भनाइ छ । यो व्यवस्था कायम भएमा ठूलो संख्यमा सचिव र सहसचिवले स्वत अवकाश पाउनेछन । १० वर्ष सहसचवमा कार्यरत सहसचिव स्वत अवकाश पाउने र उनीहरूको दरबन्दी क्रमशः रद्द हुने व्यवस्था गरिएको छ । हाल सहसचिवको सेवा अवधि छैन भने सचिवको ५ वर्ष र मुख्यसचिवको ३ वर्ष कायम गरिएको छ ।
