Key 2026 World Cup Rule Changes:
⏱️ Throw-in Countdown (5 seconds)
Referees can start a visible 5-second countdown if they believe a player is delaying a throw-in.
Failure to restart play before the countdown ends results in the throw-in being awarded to the opposition.
⏱️ Goal-Kick Countdown (5 seconds)
The same countdown system applies to goal kicks.
If the team delays the restart, the opponents are awarded a corner kick.
🔄 Time-Limited Substitutions (10 seconds)
Players being substituted must leave the pitch within 10 seconds via the nearest exit point.
If they take longer, the replacement cannot enter until the first stoppage after one minute, leaving the team temporarily with 10 players.
🩹 One-Minute Off-Field Treatment
Outfield players treated for injuries must remain off the pitch for 60 seconds after play restarts.
Exceptions apply for goalkeepers, serious injuries, head injuries, and certain disciplinary situations.
🤐 Covering the Mouth During Confrontations
Players who cover their mouths while engaging in confrontations may face a red card under stricter anti-discrimination and conduct measures.
📺 VAR Can Review Incorrect Corners
VAR can intervene when a corner kick has been clearly awarded incorrectly, provided the check is completed before the restart.
🟨🟥 Second Yellow Card Reviews
VAR can review dismissals arising from a clearly incorrect second yellow card.
However, VAR cannot review ordinary potential second-yellow incidents before the referee gives the card.
