OBIO/AKPOR 10TH LEGISLATIVE COUNCIL HOLDS PUBLIC HEARING ON SIX EXECUTIVE BYE-LAW BILLS
The Obio/Akpor 10th Legislative Council held a Public Hearing on Six Executive bye-law Bills on Friday 7th August 2026, at the Council Hall, Rumuodomaya.
In his goodwill message, the Executive Chairman of Obio/Akpor Local Government Area, Hon. Dr. Gift Worlu, who was ably represented by the Secretary to the Local Government, Dr. Kelvin Akani, Esq., commended the Leader and Members of the 10th Legislative Council for their diligence.
He charged stakeholders present to make robust and constructive contributions to the proposed Bills, noting that their inputs will be instrumental to the growth and development of the Local Government Area.
In his address, the Leader of the Obio/Akpor 10th Legislative Council, Rt. Hon. Rex-Millia Abuchi Amadi, listed the six Executive Bills before the House and urged for massive stakeholder engagement.
He assured that all memoranda, suggestions, and recommendations received during the hearing would be given due consideration in the Committee and Plenary stages.
The Deputy Leader of the 10th Legislative Council, Hon. Nyekwere Chinda, took the Bills clause-by-clause and gave a summary of their objectives. The Bills considered are:
1. Obio/Akpor Anti-Land Grabbing, Lawful Occupation and Development Regulation Bill, 2026
2. Obio/Akpor Agency for Traffic Management Bill, 2026
3. Obio/Akpor Tenement Rate Administration Bill, 2026
4. OBALGA Security Company Limited Establishment Bill, 2026
5. Obio/Akpor Whistleblower Protection and Detection of Concealed Commercial Operations Bill, 2026
6. Obio/Akpor Local Government Area Prohibition of Street Trading, Illegal Markets, Motor Parks, Roadside Mechanics, Vulcanizers and Related Offences Bill, 2026
The Public Hearing recorded insightful contributions and memoranda from stakeholders including:
HRH King Engr. Morgan Nwenneda Amadi, KSC, JP; Eze Oha Okoporo, Okani-Eli, Okwurusi Clan, HRH Eze Raymond Okocha; Nyewe-Eli/Paramount Ruler of Choba, Dr. Anthony Egobueze; Head of Department, Political Science, Rivers State University, Engr. Amb. Chimenem Bobo Worlu, PhD; Chairman, National Youth Council of Nigeria, Rivers State Chapter, Youth Leaders, CDCs, Civil Society Organizations, Community Leaders, Captains of Industry, Political Stakeholders, and other Opinion Leaders.

Dr. Mrs. Joyce Nyeche, also commended the Legislators for the initiative. She stated that the Bills, when passed into Law, will be in the overall interest of Obio/Akpor people and will help to curb illegalities, particularly the menace of land grabbing.
In his closing remarks, the Leader of the Legislative Council, Rt. Hon. Rex-Millia Abuchi Amadi, expressed appreciation to all participants. He assured that the House, through its relevant Committees, will carefully scrutinize the Bills alongside all inputs received for possible incorporation before passage.
The event was well attended by Traditional Rulers from various communities in Obio/Akpor LGA, Heads of Security Agencies, Representatives of Commercial Banks, Road Transport Union Leaders, Women Market Association Leaders, Youth Presidents, CDC Chairmen, and Business Stakeholders.
