Edo emerges among best states on 2025 budgetary performance
….as Okpebholo presents N939.85 Billion 2026 budget to Edo Assembly

Edo State has emerged as one of Nigeria’s strongest budget performers in 2025, recording 81.2% budget ex*****on between the first and third quarters of the year, according to data compiled by Agora Policy from states’ budget implementation reports.

Besides, the State Governor Monday Okpebholo has presented over N939 Billion and an additional 850 million “Budget of Hope and Growth” to the State House of Assembly for 2026 Appropriation Year.

However, 2025 budget performance figure placed Edo state narrowly behind Lagos state, which performed at 81.5%.

The performance of Edo state under Governor Monday Okpebholo shows high level of fiscal discipline, transparency and implementation capacity even when several states with larger revenue bases underperformed.

Edo’s near-parity with Lagos suggests a measured but effective spending strategy that balances capital ex*****on with debt obligations and recurrent pressures.

The state operates without excess fiscal buffers, making sustained ex*****on above 80%, an indicator of strong planning rather than revenue windfalls.

The governor, Senator Monday Okpebholo is consistent in developing and implementing budgets that are realistic and in tune with the economic realities.

In its 2026 budget proposals, Governor Okpebholo presented a budget proposal of N940b for the 2026 fiscal year with is N335 billion higher than the 2025 budget.

The state planned to fund the budget from N160 billion to be gotten from Internally Generated
Revenue, N480 billion from FAAC allocations, N153 billion from Capital receipts and grants while N146 billion would be gotten from Public-Private Partnerships (PPP).

The 2026 capital expenditure, according to the Governor is N637 billion, representing 68% while recurrent expenditure is N302 billion, representing
32%.

Tagged Budget of Hope and Growth, Governor Okpebholo said it sought to consolidate on the gains recorded during his first vear in office, expand reach, and restore hope of Edo people in governance.

On sectoral allocations, the economic sector got N614.2 billion, social sector got N148.9 billion, administrative sector got N157.7 billion while the justice sector got N19 billion.

According to the governor, “The vision of the 2026 Budget of Hope and Growth is simple; it is to bring about prosperity and a united Edo State where every citizen has hope and every community feels the impact of governance."

HOW GOVERNOR OKPEBHOLO IS HUMBLING HIS CRITICS.

Governor Monday Okpebholo has sincerely delivered positive service to Edo people to the consternation of many who had underrated him during the elections. His quiet approach, driven by humility and accountability has continued to elicit a lot of interest from Edo people, who readily see a Governor that is not carried away by the paraphernalia of office, displaying a down-to-earth approach as he fulfils one promise after another. The discussion around Edo presently is no longer about whether Governor Monday is performing, but about where he's getting money to carry out the humongous constructions that are presently ongoing in the state. From Edo South through Edo Central to Edo North, Edo state has become a huge construction site with several projects in the area of roads infrastructure, Primary Health Care centers, Schools renovation and reconstruction projects, water reticulation, security and agricultural interventions.

The Governor's intervention in the area of education has received commendations from a wide spectrum of the Edo collective, wondering what was the motive of the moribund EdoBesst program that delivered rots and decay to Edo people. Under the previous administration, EdoBesst Consultants were coasting home N160m monthly, such a drain pipe, that left schools in quandary. Under the same arrangement, Ambrose Alli University were being paid N41m as subvention, while the consultants were drawing N57m from the State government. Governor Okpebholo has not only increased the subvention to N500m monthly, he has also extended the generosity to Edo University, Uzairue that now receives N250m monthly from the initial zero allocation of the previous administration. Schools are being stocked with brand new chairs and tables for students, school environments are being fenced to provide additional security, water system toilet facilities are being provided also to make school life more attractive to the average Edo child, as well as more teachers being recruited to reduce the shortfall. The school infrastructural projects have elicited a lot of attention from stakeholders who continue to shower encomium on a Governor that is making real his practical governance promise.

The Governor Okpebholo administration has also constructed sixty brand new Primary Health Care centers across the three senatorial districts, the initial numbers from a total of 146 PHCs it intends to complete across the Local Government Areas. It is not just a matter of building those Primary Health Care, he has also equipped them with facilities that will make their operation functional. Added to this is the Governor's deliberate plan to commence work in the abandoned Stella Obasanjo Hospital, for which over N7b naira was being owed by the previous administration. The Okpebholo administration inherited a pattern of uncompleted projects across board, often over-prized with huge unpaid debts. The Governor has taken the bull by the horn in trying to defray the debts and create opportunity for the completion of those projects. While all these projects and interventions are ongoing, the Governor has not taken a single loan, especially at a time that his inherited debts stand at N705b naira.

Governor Okpebholo's intervention on Edo roads has also yielded fruits. From flyover at Ramat Park and Adesuwa Junction in Benin City, to Temboga road project linking Upper Mission through to the Benin By-pass, to Uromi-Udomi roads, Kakumo completed road project, Auchi to Igarra ongoing road project, Iruekpen to Sabongida road project, and several other ongoing roads projects, Edo's poor infrastructural projects are getting serious attention under Governor Monday Okpebholo. The oncoming dry season will provide another opportunity to drive the projects to greater extent towards completion. While the opposition will naturally criticize the laudable efforts of the government for want of relevance, they cannot fault the extent and quality of projects being embarked upon by this administration. As the Governor continues to clean the Augean Stable he inherited from his predecessor, the coming weeks of the yuletide and new year will signpost fresh opportunities for Edo people home and abroad. We will continue to appreciate the overwhelming support which Edo people have been showing this performer and promise keeper of a "home-boy" Governor.

During the visit the Provost thanked His Excellency, The Governor of Edo State, Senator Monday Okpebhelo for giving her the privilege to serve as the provost of the institution. She also thanked the Edo State Governor for approving the completion of the college hostel that have been abandoned for many years and also the approval to build a new hostel for the institution.

Mrs Mabel Omobude (The Provost of Edo State College of Nursing Sciences) also said His Excellency Senator Monday Okpebhelo is not a baised Governor as he appointed her a pure Benin indigene to pilot the affairs of the institution and have given her all the support needed for the institution to thrive.

Amongst their achievements for 2025, She said the institution got full accreditation for their Ordinary National Diploma (OND) and Higher National Diploma (HND) programs this year. She also talked about the Preparatory Program for Students who desire to study Nursing and Midwifery. The Six months program is for students who already have their WAEC and NECO certificate and aims to prepare the students for JAMB and guarantees admission into the institution for those who pass the exam.

She also talked about the so many other programs and achievements within the one year she has resumed the office as the provost.

Mrs Mabel Omobude ended by saying that all the achievements of the institution won't be possible without the support of His Excellency, The Governor of Edo State, Senator Monday Okpebhelo.

FRESH $100M INVESTMENT LANDS IN EDO, AS GOV OKPEBHOLO REAFFIRMS SUPPORT FOR PRESCO

Edo State Governor, Senator Monday Okpebholo, has assured Presco PLC of the State Government’s strong support, emphasizing that the Heartbeat State remains a prime destination for agricultural investment.

The Governor gave the assurance on Monday when he received the management team of Presco PLC, led by the Chairman, Mr. Rasheed Sarumi, and the Managing Director, Mr. Raji George, on a courtesy visit to Government House, Benin City.

The visit coincided with the announcement of a $100 million Foreign Direct Investment (FDI) by SIAT and its parent company into Presco’s operations; an investment the chairman described as historic and the first of its kind in Nigeria’s agricultural sector.

Governor Okpebholo, welcoming the delegation, stated that Presco has been a long-standing partner in Edo State’s agricultural development and dismissed recent controversies surrounding portions of land for revocation.

“Presco to me has been here for a very long time. Just a few days ago, there was a misunderstanding which I believe someone tried to politicise. There was nothing in it. There were reasons tied to natural resources why certain areas were reviewed,” he said.

The Governor noted that whenever there are issues, his administration prefers dialogue rather than speculation or misinformation.

“If I have anything against you, I will call you. Last time I received complaints from communities on compensation, I called your MD immediately because I believe in addressing issues directly,” he added.

Reaffirming his commitment to agricultural expansion, Governor Okpebholo disclosed that upon assuming office, he increased the agriculture allocation in the inherited budget from ₦5 billion to ₦70 billion, signalling his administration’s determination to drive food security and agro-industrial growth.

“Agricultural revolution is the best way to go, and it aligns perfectly with President Tinubu’s Renewed Hope Agenda. For food security, we must grow what we eat and export what we grow. Edo has fertile land, and your investment here is not a waste,” he stated.

The Governor condemned narratives portraying Edo as hostile to investors, describing such claims as misleading and “satanic.”

“I am an investor myself. I cannot be the one sending investors away. That impression is completely wrong. You are here by the grace of God, and you will prosper here,” Governor Okpebholo assured.

Earlier, Presco Chairman Mr. Rasheed Sarumi praised the Governor for providing a stable governance structure, improved security, and an enabling environment that encouraged SIAT’s $100 million investment decision. He noted that Nigeria received only $250 million in FDI this year, making Presco’s share a significant boost to the national economy.

Senior government officials present at the meeting included Deputy Governor Rt. Hon. Dennis Idahosa; Secretary to the State Government, Umar Musa Ikhilo, Esq.; Chief of Staff, Mallam Gani Audu; Commissioner for Agriculture and Food Security, Dr. Jerry Uwangue; among others.

The chairman expressed confidence that the new investment will strengthen Presco’s expansion plans and reinforce Edo State’s position as the centre of Nigeria’s agro-industrial revolution.

EDO UNVEILS LANDMARK AGRICULTURAL MECHANISATION DRIVE.

Edo State Government, on Monday marked a major policy milestone with the unveiling of what has been describe as the largest single agricultural mechanisation investment in the State’s history, signalling Governor Monday Okpebholo’s commitment to repositioning Edo as a national hub for commercial agriculture and food security.

The commissioning ceremony, held at Government House, Benin City, was presided over by Senate President Senator Godswill Akpabio, who was on a working visit to the state alongside several federal lawmakers.

The State unveiled 30 new tractors, five bulldozers, 150 implements, and a lowbed truck; machinery expected to drastically expand Edo’s agricultural capacity, enhance productivity, and accelerate rural development.

Governor Okpebholo said the acquisition forms a central pillar of his administration’s agricultural transformation agenda, designed to open thousands of hectares of new farmlands, attract agribusiness investments, reduce post-harvest losses, and create sustainable employment opportunities for youths and women.

“This is a strategic investment that will change the trajectory of Edo’s economy,” he said. “We are laying the foundation for food sufficiency, commercial-scale farming, and long-term prosperity for our people.”

The Governor added that the machinery symbolises a shift from subsistence agriculture to full mechanisation, ensuring Edo State becomes a reliable contributor to national food reserves while reducing the state’s vulnerability to economic shocks.

Attending the ceremony were Deputy Governor Rt. Hon. Dennis Idahosa; Speaker of the Edo State House of Assembly, Rt. Hon. Blessing Agbebaku; Senator Adams Aliyu Oshiomhole; federal legislators; and other top government officials.

However, the policy-focused event also intersected with the State’s renewed drive for transparency and accountability.

Governor Okpebholo reiterated his administration’s resolve to ensure clarity and responsibility in the management of public funds, referencing concerns surrounding the Museum of West African Art (MOWAA) project and calling for the repatriation of former governor Godwin Obaseki to “answer critical questions.”

Senate President Akpabio responded that the Federal Government would review the State’s submissions and that due process would guide all further actions.

GOV OKPEBHOLO HAILS EDO’S REBIRTH, REELS OUT TRANSFORMATIONAL ACHIEVEMENTS ACROSS KEY SECTORS

Edo State Governor, Senator Monday Okpebholo, on Thursday delivered a landmark anniversary address that resonated with optimism, gratitude, and renewed determination, as he marked one year of purposeful, people-centered governance in Edo State.

Speaking before a distinguished audience in Benin City, the Governor declared that his administration had “restored hope, rebuilt institutions, and renewed the people’s confidence in government,” while reaffirming his commitment to deepening reforms across all sectors of the State’s economy.

Governor Okpebholo, whose address formed the highlight of a grand commemorative event, spoke with a tone of humility and resolve, reflecting on a journey that began with daunting challenges but has now evolved into a story of courage, reform, and measurable transformation.

“Today’s celebration,” he began, “is not just about marking one year in office, but a testimony that God rules in the affairs of men. I thank the good people of Edo State for their steadfast support before, during, and after the 2024 elections.”

He recounted that upon assumption of office, he met “a State weighed down by rot, debt, insecurity, and distrust,” but through focus, prayer, and teamwork, his administration had begun to lay a solid foundation for a new era of growth.

“We came determined to restore hope, and by the grace of God, we have done just that. We are replacing PowerPoint governance with Practical Governance; one that touches lives, revives faith, and renews communities,” he said.

On security, the Governor said Edo was previously “almost a war zone” plagued by cultism, armed robbery, and kidnappings, with over 300 cult-related killings recorded in 2024 alone.

“We acted decisively,” he declared. “We repealed the weak anti-cultism law, enacted a stronger one, equipped our security forces with 60 Hilux vans and 400 motorcycles, and recruited 2,500 officers into the Edo State Security Corps. Today, Edo is safer, calmer, and no longer a sanctuary for criminals.”

Highlighting the administration’s reforms in healthcare, Governor Okpebholo described the sector as one of the worst-hit by neglect before his intervention.

“We met a collapsing system where hospitals lacked basic drugs and health workers were demoralized,” he stated.

“We have now commenced the construction of new Primary Health Centres across the 18 wards, equipped diagnostic facilities in local councils, and started work on a new 100-bed Specialist Hospital in Udomi, Edo Central. Our goal is to make quality healthcare accessible to every Edo citizen.”

On infrastructure, the Governor noted that his administration has redefined urban renewal and rural development in just one year.

“We inherited deplorable roads and abandoned communities,” he said. “But today, we have awarded 28 new road projects covering over 255 kilometers. For the first time in our history, two major flyovers; at Ramat Park and Adesuwa-Sapele Road, are under construction simultaneously.”

He further spoke on agricultural development, revealing that President Bola Ahmed Tinubu’s “Renewed Hope Agenda” inspired his government’s aggressive investment in food security. “We raised our agriculture budget from ₦4.5 billion to over ₦70 billion.

"Over 400 hectares have been cultivated, and harvesting has begun. This is Renewed Hope in Action and funds meant for agriculture are now producing food, not funding corruption.”

On education, Okpebholo said his administration had reversed years of decay in public schools. “When we took office, our children studied in leaking classrooms without teachers or learning materials,” he said. “Today, over 5,000 teachers have been permanently employed, and 63 schools have been renovated and upgraded to modern standards. We also increased Ambrose Alli University’s subvention from ₦41 million to ₦500 million monthly. Education is no longer a slogan, it is our priority.”

In the area of economic reform, the Governor revealed that he inherited over ₦600 billion in local and foreign debts and ₦180 billion owed to contractors.

“Through prudent management, we have reduced this burden,” he explained. “We have created over 10,000 direct and indirect jobs, launched a ₦1 billion interest-free loan scheme for small businesses and traders, and restructured fiscal management to promote transparency and efficiency.”

Governor Okpebholo also highlighted key achievements in governance, including the restoration of judicial integrity and intergovernmental relations.

“We swore in judges previously sidelined, re-established the Customary Court, and strengthened traditional institutions. Governance in Edo today is no longer about noise, it is about measurable impact and restored dignity,” he said.

In a deeply reflective tone, the Governor expressed appreciation to President Bola Ahmed Tinubu, GCFR, for his leadership and guidance, acknowledging that “without his encouragement and support, much of our progress would have been difficult.”

He also thanked his cabinet members, political leaders, royal fathers, and the people of Edo for their loyalty and cooperation.

The ceremony also featured goodwill messages from Senator Adams Oshiomhole, Chief Lucky Imasuen, Dr. Pius Odubu, and other prominent leaders, who praised Okpebholo’s steady, reform-driven approach to governance.

When Senator Monday Okpebholo assumed office as Governor of Edo State, he made a solemn promise; to return governance to the people through visible, measurable progress. One Year later, that promise has found its boldest expression in the “I” of his SHINE Agenda; “Infrastructure”.

From roads and schools to hospitals and farm settlements, Okpebholo has launched a wave of construction and rehabilitation projects that are redefining the physical and economic landscape of Edo State.

At the heart of this new era lies a philosophy of tangible governance. For Okpebholo, infrastructure is not merely about erecting structures; it is about improving lives, stimulating economic activity, and restoring citizens’ confidence in government. His approach is deliberate, people-centred, and rooted in the belief that development must be seen, felt, and sustained.

Nowhere is this vision more visible than in the state’s expanding network of roads. Across Benin City and other major towns, a quiet revolution is unfolding. Previously impassable routes are being reconstructed, drainage systems expanded, and new road corridors opened up to ease traffic and boost commerce. Through the “Back to Farm” scheme, the administration has opened thousands of hectares of land for cultivation, with supporting dormitories and facilities for young farmers. This move underscores a broader definition of infrastructure — one that includes roads, water systems, housing, and access to markets, all designed to make agriculture viable and attractive again.

What sets Okpebholo’s infrastructure drive apart is its sequenced precision. Each project is executed through a clear process; stabilise, complete, equip, and staff. The governor insists on functionality before fanfare. This method ensures that every completed project serves its intended purpose, avoiding the wasteful pattern of abandoned or half-finished “white elephant” ventures.

Behind the scenes, sound fiscal management anchors these visible achievements. Okpebholo’s government has balanced ambition with prudence, funding projects through a disciplined mix of internally generated revenue and strategic budgeting. By prioritising capital projects without compromising essential services, the administration has managed to deliver more with less, restoring a sense of credibility to Edo’s public finance.

Equally significant is the political maturity guiding project ex*****on. Okpebholo has deliberately insulated infrastructure development from partisan politics. Projects are evaluated based on need and impact rather than political affiliation. This pragmatic approach has ensured continuity where necessary, while still holding contractors and agencies accountable for quality delivery.

To achieve this, the administration has strengthened inter-agency coordination. Ministries, contractors, community leaders, and security agencies now operate under a unified project timeline. This collaborative model reduces disputes, improves efficiency, and secures public works against vandalism or obstruction. It has also fostered community buy-in, ensuring that local residents protect, rather than oppose, ongoing projects.

Of course, challenges persist. Infrastructure demands are vast, and sustainability requires continuous maintenance and transparent procurement systems. The administration must therefore institutionalise routine maintenance funding and establish monitoring mechanisms that ensure projects remain functional long after commissioning.

Yet, even at this early stage, the impact is undeniable. Rehabilitated roads have slashed travel times. Newly built classrooms are filled with enthusiastic students. Expanded hospital facilities are providing care to previously underserved communities. The ripple effect on commerce and public morale is equally tangible, Edo is visibly working again.

The infrastructural renewal is also changing investor perception. As roads, power lines, and public facilities improve, private enterprises are beginning to show renewed interest in Edo. Business owners are returning, property values are rising, and new partnerships are being explored. Infrastructure, once the missing link in the state’s growth equation, is fast becoming its strongest asset.

Ultimately, the “I” in SHINE stands as the heartbeat of Okpebholo’s administration. It represents not just infrastructure in the physical sense, but integrity, innovation, and inclusion; the building blocks of a prosperous Edo.

One year on, Governor Monday Okpebholo’s infrastructural revolution is proving that leadership is best measured not in speeches but in structures that serve. Roads that connect communities. Schools that inspire children. Hospitals that heal. Farmlands that feed the future.

In Edo today, development is no longer a promise, it is a living, visible reality built on a foundation of vision, diligence, and decisive action. And under Okpebholo’s watch, the state is not just rebuilding its infrastructure, it is rebuilding faith in government itself.

Today, I had the privilege of leading the management team of the National Institute for Sports (NIS) on a courtesy visit to the Governor of Edo State, Senator Monday Okpebholo, to brief him on the plans for the establishment of the NIS South-South Zonal Training Institute here in Edo State.

I sincerely appreciate His Excellency for the warm reception and the strong commitment he expressed toward supporting this national project. The Governor’s passion for sports and his renewed interest in using it as a tool for youth development truly warmed my heart.

It was equally humbling to hear him acknowledge the role we played in rekindling the sporting spirit of Edo during my time as Deputy Governor. His words of encouragement remind me of why we must continue to use sports as a platform for unity, empowerment, and national pride.

I congratulate the Governor ahead of his one-year anniversary in office. What he has achieved within one year clearly reflects the leadership of a homegrown son who understands the needs of his people, from reviving Edo Line to building bridges of progress across the state.

We must also appreciate President Bola Ahmed Tinubu for restoring hope through his Renewed Hope Agenda. His decision to make sports a driver of youth engagement and economic inclusion, from the unified reward system for Nigerian athletes to the support for the Super Eagles, Super Falcons, and D’Tigress, shows his clear vision to reposition sports as a tool for national transformation.

As the Director General of the National Institute for Sports, I am proud to present our 10-year working plan aimed at deepening grassroots training, developing talent, and strengthening institutional collaboration across the South-South region.

Together with partners like the Edo State Government, we are determined to make this dream a reality, to make Edo the centre of excellence in sports development in Southern Nigeria.

I thank the Governor, his Deputy, the Secretary to the State Government, Chief of Staff, Chairman and Executive Director of the Edo State Sports Commission, the Commissioner, my team and all other government officials who joined in this fruitful discussion.

Will we continue to build a stronger, more united sporting community for our nation.
