Addressing Some Fundamental Issues
As of December 2016, there were 153 holders of NFP (I) licences. Obviously, if every one wants to dig road to install their own fibres, there is no enough space for the right-of-way on roads. Even to allow less than five it's already difficult. Roads will be damaged and maintenance cost is high. These licence holders could not lease dark fibre from other telcos since almost all telcos build fibre for their own private use. They normall have to lease bandwidth from their competitors. It's not a level playing field.
Our solution is to build and lease dark fibre cores to other telcos and service providers. To avoid any conflict of interest, we do not provide retail service to the end-users. Our terms of service are the same for all our customers.
