Introducing Uhuru Safi (GovTrack): Reimagining How Kenya Delivers Public Infrastructure
For too long, Kenyans have watched roads that never get built, water projects that vanish after the first payment, and hospitals that exist only on paper. Ghost projects. Delayed contractor payments. Public funds allocated to problems nobody actually asked to be solved.
Today, we're proud to announce the beta launch of Uhuru Safi (GovTrack) a citizen-first platform built to change how public infrastructure projects are identified, funded, monitored, and delivered in Kenya.
This has been a true collaborative effort between Climatrix Limited, Ahsante Legacy Investments, and a talented team of IT students from Multimedia University of Kenya, who brought fresh energy and rigorous technical ex*****on to this build.
We Flipped the Model
Most government project systems start from the top: a ministry or department decides what gets built, then looks for a contractor. Uhuru Safi starts from the bottom — with the people who actually live with the problem.
Here's how it works, from three sides:
Citizens & Verifiers
Any citizen can report a real infrastructure need a broken road, an unpiped village, a health centre that was promised years ago complete with photos and GPS location. The community then votes and prioritises these needs together. Once a project is approved and underway, citizens step back in as independent verifiers, confirming on the ground that each phase of work has actually happened before any money is released. No verification, no payment.
Contractors
Verified contractors bid on citizen-identified projects, not the other way around. Once selected, the system issues a Local Purchase Order (LPO) generated directly from the specific project requirements no ambiguity, no scope creep. Payments are released in phases, tied to milestones, straight from a secure escrow account, so contractors are no longer stuck chasing invoices for months.
We've also built a page dedicated to citizens as workers where people can list their skills and apply directly to work on projects being solved in their own communities, turning public infrastructure spending into local income.
Government
The government deposits full project funds into a secure escrow account upfront. Nothing gets released except against verified milestones creating a financial trail that is nearly impossible to manipulate. A real-time dashboard gives government agencies full visibility into every project, every contractor, and every shilling, all in one place.
Why This Matters
• Curbs ghost projects — because citizen verification is a mandatory gate before payment
• Speeds up contractor payments — milestone-based escrow release instead of bureaucratic delay
• Builds a living database — of real community needs and vetted contractors, growing with every report
• Restores public trust — by putting the people the projects are meant to serve at the center of the process
Built Together
This platform would not exist without the partnership between Climatrix Limited's product and technical leadership, Ahsante Legacy Investments' strategic support, and the sharp, hands-on contributions of our Multimedia University IT student team proof that some of the most important civic infrastructure of the future is being built by young Kenyan talent right now.
What's Next
Uhuru Safi (GovTrack) is currently in beta testing, and we're actively engaging the National Treasury, the National Construction Authority, ICT Authority, and PPRA as we work toward wider adoption alongside existing government systems like eGP.
We believe transparency shouldn't be an afterthought in public spending it should be built into the system from day one.
