Process Improvement: Africa's Missing Engine of Development
By Amentem PLC — Africa Governance & Policy Briefs
Africa does not have a vision deficit. It has an ex*****on deficit.
Agenda 2063 sets the destination. The AfCFTA delivers the single market. ECOWAS is sequencing a common currency, digitized trade preferences and continental payments. What's missing is quieter and cheaper: systematic process improvement inside the institutions that must deliver — the registry that issues your permit, the customs post that clears your truck, the agency that verifies your identity.
The cost is measurable. Border clearance across much of Africa takes 3–4 days, against roughly one day in Latin America and about 11 hours in Europe (Afreximbank, 41-country study). Non-tariff measures in intra-ECOWAS trade cost an estimated 241% of the tariff cost of trade. Intra-African trade sits near 15% of the total, versus ~60% within Europe. The Trade Law Centre estimates that cutting transit-delay costs by just 20% would match the benefit of scrapping every tariff on the continent. The cheapest stimulus available to most African states is administrative.
The prize is measurable too. Rwanda's IremboGov has digitized 223+ services, saved citizens 120 million+ hours, and cut typical service times from 5 days to 24 hours. Estonia's 100%-digital government saves 1,100+ working-years a year through its X-Road data layer; digital signatures alone are credited with ~2% of GDP. Singapore ranks 3rd of 193 on the UN e-government index. The UAE ran 173.7 million digital transactions in 2024 at 91% satisfaction.
None of that came from technology alone. Each rests on process discipline — and a sequencing rule every reformer should tattoo somewhere visible: simplify, standardize, digitize, then automate. Never digitize waste.
Our new special report lays out the full case: the Lean Government toolkit (value-stream mapping, Kaizen, PDCA, Six Sigma), an AI-and-digital-government reference architecture, and a practical three-year national transformation program — Assess, Digitize, Optimize — with role-specific recommendations for governments, firms, development partners, universities and citizens.
Because this is genuinely an all-hands-on-deck endeavor . The engine is available. It is affordable. And the countries that install it first will set the terms of Africa's next decade.
