ააიპ "საქართველოს ინფორმაციის და ტექნოლოგიების ანალიზის ცენტრმა" (GITAC) მოამზადა "ICT მიწოდების ჯაჭვის უსაფრთხოების" ანალიტიკური ნაშრომი ევროკავშირის მიერ დაფინანსებული პროექტის „უსაფრთხოების სექტორის ანგარიშვალდებულების გაძლიერება სამოქალაქო საზოგადოების ეფექტური ზედამხედველობით“ ფარგლებში, რომელსაც IRC ახორციელებს.

ნაშრომი მიზნად ისახავს საქართველოს წინაშე არსებული გამოწვევების იდენტიფიცირებასა და ევროკავშირის დირექტივებთან შესაბამისობის მისაღწევად შესაბამისი რეკომენდაციების შემუშავებას.

ნაშრომში წარმოდგენილია:

- ICT მიწოდების ჯაჭვის საერთაშორისო პრაქტიკის ანალიზი;
- მიწოდების ჯაჭვის კიბერშეტევების ტექნიკური ასპექტები;
- 2020-2023 წლების სახელმწიფო ICT შესყიდვების ანალიზი;
- საქართველოს კონტექსტი და რეკომენდაციები NIS2 & DORA ჰარმონიზაციისთვის.

"Georgian Information and Technology Analysis Center" (GITAC) has prepared an analytical paper on "ICT Supply Chain Security" within the framework of the EU-funded project "Strengthening Security Sector Accountability through Effective Civil Society Oversight" implemented by IRC.

The paper aims to identify the challenges facing Georgia and develop appropriate recommendations to achieve compliance with EU directives.

The paper presents:

- Analysis of international ICT supply chain practices;
- Technical aspects of supply chain cyber-attacks;
- Analysis of state ICT purchases for 2020-2023;
- Georgian context and recommendations for NIS2 & DORA harmonization.

საქართველოს ICT კლასტერთან თანამშრომლობით, GITAC-მა მოამზადა კონცეპტუალური ნაშრომი „აიტი შრომის ბაზრის ტრანსფორმაცია და საჭირო სექტორული სქილები საქართველოსთვის“.

ნაშრომი მიზნად ისახავს, საერთაშორისო პრაქტიკაზე დაყრდნობით, შემუშავებული იქნას რეკომენდაციები საქართველოს აიტი შრომის ბაზრის ტრანსფორმაციისთვის და საჭირო სექტორული უნარების იდენტიფირებისთვის.

ნაშრომი ეყრდნობა ფუნდამენტურ დაშვებას, რომ აიტი ეკოსისტემის განვითარება მნიშვნელოვანია ქვეყნის:

- ეკონომიკური უსაფრთხოებისთვის
- ეროვნული უსაფრთხოებისთვის
- გლობალური პოზიციონირებისთვის

რეკომენდაციების მომზადებისას, ძირითადი აქცენტი გაკეთდა დასავლურ პრაქტიკაზე და ევროკავშირთან ჰარმონიზაციის ასპექტზე. კერძოდ, შემოთავაზებული რეკომენდაციები ეყრდნობა:

🇺🇸 აშშ მთავრობის ეროვნული სტანდარტების სტრატეგიას კრიტიკული და განვითარებადი ტექნოლოგიებისთვის;
🇪🇺 ევროპის ციფრული დეკადა 2030-ს;
🇬🇧 გაერთიანებული სამეფოს მეცნიერებისა და ტექნოლოგიების ჩარჩოს.

პროექტის განხორციელება შესაძლებელი გახდა The USAID Economic Security program-ის DAI Global LLC (“DAI”) პროგრამის Developing “ICT Sector Skills Organization” (SSO) in Collaboration with the Skills Agency and Strengthening the Digital Transformation Council under the Ministry of Economy and Sustainable Development of Georgia” ფარგლებში.

In cooperation with the ICT cluster of Georgia, GITAC has prepared a concept paper "ICT Workforce Transformation and Necessary Sector Skills for Georgia".

The objective of the concept paper is to develop recommendations for the transformation of the Georgian ICT workforce and to identify the necessary sectoral skills.

The paper is based on the fundamental assumption that the development of the ICT ecosystem is essential for the country’s

- Economic security
- National security
- Global positioning

When preparing the recommendations, the main emphasis was placed on Western practices and the aspect of harmonization with the EU approach. In particular, the proposed recommendations are based on:

🇺🇸 US Government National Standards Strategy for Critical and Emerging Technologies;
🇪🇺 European Digital Decade 2030;
🇬🇧 UK Science and Technology Framework.

The implementation of the project was made possible by the USAID Economic Security program DAI Global LLC ("DAI") program Developing "ICT Sector Skills Organization" (SSO) in Collaboration with the Skills Agency and Strengthening the Digital Transformation Council under the Ministry of Economy and Sustainable Development of Georgia" within the framework.

USAID ეკონომიკური უსაფრთხოების პროგრამის ფარგლებში, საქართველოს ICT კლასტერის დაკვეთით, GITAC_მა შეიმუშავა პირველი პროფესიული სტანდარტი კიბერუსაფრთხოების მიმართულებით.

კერძოდ, პროგრამის Developing “ICT Sector Skills Organization” (SSO) in Collaboration with the Skills Agency and Strengthening the Digital Transformation Council under the Ministry of Economy and Sustainable evelopment of Georgia“ ფარგლებში, პროფესიული უნარების სააგენტოსთვის მომზადდა „კიბერ ინციდენტებზე რეაგირების სპეციალისტის“ პროფესიის საგანმანათლებლო სტანდარტი.

შემუშავებული სტანდარტი დიზაინის ფაზაზევე ჰარმონიზებულია ევროკავშირის მოქმედ რეგულაციებთან და საუკეთესო პრაქტიკებთან. კერძოდ, სტანდარტი ეფუძნება:

• ევროკავშირის კიბერუსაფრთხოების სააგენტოს (ENISA) ევროპის კიბერუსაფრთხოების უნარების ჩარჩოს (ECSF),
• ევროპის ციფრული კომპეტენციების ჩარჩოს (e-cf),
• ევროპის კვალიფიკაციების ჩარჩოს (EQF) და
• საქართველოს ეროვნულ კვალიფიკაციების ჩარჩოს (NQF).

პროფესიის საგანმანათლებლო სტანდარტი განკუთვნილია საქართველოში მოქმედი პროფესიული საგანმანათლებლო დაწესებულებებისთვის და ხელს უწყობს კიბერუსაფრთხოების დისციპლინების პოპულარიზაციას პროფესიულ განათლებაში.

In cooperation with the ICT Cluster of Georgia, GITAC developed the first Vocational Education and Training (VET) standard in the field of cyber security for the USAID Economic Security Program funded Project.

Vocational education and training standard for "Cyber incident responder" was prepared for the Skills Agency of Georgia within the framework of the program "Developing "ICT Sector Skills Organization" (SSO) in Collaboration with the Skills Agency and Strengthening the Digital Transformation Council under the Ministry of Economy and Sustainable Development of Georgia“.

The developed standard is harmonized with the current EU regulations and best practices. In particular, the standard is based on:

• The European Cybersecurity Competence Framework (ECSF) of the European Union Agency for Cybersecurity (ENISA),
• European e-Competence Framework (e-cf),
• European Qualifications Framework (EQF) and
• National Qualifications Framework (NQF) of Georgia

The professional educational standard is intended for Vocational Education and Training (VET) institutions operating in Georgia and promotes cyber security disciplines in vocational education and training.

პროექტის “TBC X USAID - ტექნოლოგიური განათლებისთვის“ ფარგლებში, GITAC-მა შეიმუშავა სასწავლო კურსი: „Advanced Cybersecurity Course: Security Operations Center (SOC)“, რომელიც მიზნად ისახავს უსაფრთხოების ოპერაციების ცენტრის ანალიტიკოსების კვალიფიკაციის ამაღლებას.

უსაფრთხოების ოპერაციების ცენტრის (SOC) სპეციალისტებისთვის მორგებული კიბერუსაფრთხოების პრაქტიკული პროგრამის წარმატებით დასრულების შემდეგ, სტუდენტებს შეუძლიათ მიიღონ ღირებული უნარების, ცოდნისა და შესაძლებლობების ყოვლისმომცველი ნაკრები, რაც მნიშვნელოვნად გააუმჯობესებს მათ კიბერუსაფრთხოების კარიერას, კერძოდ, მათ ექნებათ:

• გაფართოებული SOC ექსპერტიზა
• საფრთხის გამოვლენისა და ანალიზის უნარები
• ინციდენტზე რეაგირების უნარი
• ყოვლისმომცველი საფრთხის დაზვერვის ცოდნა

Within the framework of the project "TBC X USAID - for technological education", GITAC has developed a training course: "Advanced Cybersecurity Course: Security Operations Center (SOC)", which aims to raise the qualifications of security operations center analysts.

Upon successful completion of a tailored cybersecurity internship program for Security Operations Center (SOC) professionals, students will gain a comprehensive set of valuable skills, knowledge, and abilities that will significantly enhance their cybersecurity career, namely, they will have:

• Advanced SOC expertise
• Threat detection and analysis skills
• Ability to respond to an incident
• Comprehensive threat intelligence knowledge
• Knowledge of using the latest cyber security tools and technologies used in a SOC environment
• Knowledge of industry specific compliance requirements and best practices for SOC operations
