A senior Israeli diplomat has been removed from the African Unionโ€™s annual summit in Ethiopia as a dispute over Israelโ€™s accreditation to the bloc escalated.

A video posted on social media showed security personnel walking Ambassador Sharon Bar-Li out of the auditorium during the opening ceremony of the summit in Addis Ababa on Saturday.

Ebba Kalondo, the spokesperson for the African Unionโ€™s chairman, said the diplomat was removed because she was not the duly accredited Israeli ambassador to Ethiopia โ€“ the official who was expected.

An AU official later told AFP news agency the diplomat who was โ€œasked to leaveโ€ had not been invited to the meeting, with a non-transferable invitation issued only to Israelโ€™s ambassador to the African Union, Aleli Admasu.

โ€œIt is regrettable that the individual in question would abuse such a courtesy,โ€ the official added.

โ€œIsrael looks harshly upon the incident in which the deputy director for Africa, Ambassador Sharon Bar-Li, was removed from the African Union hall despite her status as an accredited observer with entrance badges,โ€ the Israeli foreign ministry said.

Israel blamed the incident on South Africa and Algeria, two key nations in the 55-country bloc, saying they were holding the AU hostage and were driven by โ€œhateโ€.

Vincent Magwenya, spokesman for South African President Cyril Ramaphosa present at the summit, demanded that Israel โ€œsubstantiate their claimโ€ after the latter accused arch-foe Iran of orchestrating the move with help from Algeria and South Africa.

Israelโ€™s foreign ministry said the charge dโ€™affaires at South Africaโ€™s embassy would be summoned for a reprimand.

South Africa rejected the claim, saying Israelโ€™s application for observer status at the AU has not been decided upon by the bloc.

โ€œUntil the AU takes a decision on whether to grant Israel observer status, you cannot have the country sitting and observing,โ€ Clayson Monyela, head of public diplomacy in South Africaโ€™s Department of International Relations and Cooperation, told Reuters news agency.

โ€œSo, itโ€™s not about South Africa or Algeria, itโ€™s an issue of principle.โ€

The dispute over Israelโ€™s observer status to the bloc was set in motion in July 2021 when then-chair of the AU Commission, Moussa Faki Mahamat, accepted unilaterally the countryโ€™s accreditation.

The move triggered an uproar from a number of member states demanding the status be withdrawn.

The protest was spearheaded by South Africa and Algeria, two powerful members who argued the decision flew in the face of AU statements supporting the occupied Palestinian territories.

South Africaโ€™s governing party has historically been a strong supporter of the Palestinian cause.

In a statement on Sunday, the African National Congress (ANC), which compares Israel to an โ€œapartheid stateโ€, gave clear support for Bar-liโ€™s ousting.

The ANC said her removal was aimed at โ€œthwarting an attempt to undermine the current sitting AU Summit from considering a report that is supposed to guide discussions on whether Israel must be granted an observer statusโ€.

Palestinian groups on Sunday hailed Bar-liโ€™s removal.

โ€œThe expulsion is consistent with the AU support for our people and their legitimate rights,โ€ the Fatah movement, led by Palestinian President Mahmoud Abbas, said in a statement.

It also called on all African countries โ€œto take similar steps to besiege Israel to force it to halt its crimes against the Palestinian people, their territories and holy sitesโ€.

Hamas spokesman Jihad Taha said in a statement: โ€œThese efforts are consistent with the values and principles of the AU.โ€

Palestine already has observer status at the AU and pro-Palestinian language is typically featured in statements delivered at the AUโ€™s annual summits.

In February last year, the AU decided to suspend the debate on whether to suspend Israelโ€™s observer status for fear that a vote would have created an unprecedented rift in the 55-member body.

The then newly elected AU chairman, Macky Salk, said the vote would have been postponed until 2023, adding that a committee had been set up with the goal of consulting with member states and building consensus on the matter.

It had taken 20 years of diplomatic efforts for Israel to win observer status. It had previously held the role at the Organisation of African Unity (OAU). Still, it was long thwarted in its attempts to regain it after the OAU was disbanded in 2002 and replaced by the AU.

The row has caused deadly violence and began last month when some clerics accused the main church of ethnic discrimination, which it denies.

The authorities banned protests by both sides due to take place on Sunday.

Some supporters of the main church angrily accuse the authorities of backing the breakaway group.

They had vowed online to defy the ban and go ahead with their rally as a show of strength for the Orthodox Church, which is one of the oldest in sub-Saharan Africa and one of the few in the region to exist before the arrival of European missionaries.

There are fears of a complete internet shutdown in the coming days. It is a tactic commonly used in the country - which has a population of 115 million - though rarely in the capital, Addis Ababa.

Some areas of the northern region of Tigray, where a brutal two-year conflict came to an end in November after a peace deal brokered by the African Union (AU), remain without access to the internet.
Netblocks, an organisation that monitors internet access, said the current restrictions are affecting Facebook, Messenger, Telegram and TikTok.

Those with virtual private network (VPN) software can get on to those sites, but a total shutdown would prevent that.

London-based VPN research firm TOP10VPN said demand for VPNs in Ethiopia skyrocketed by 1,430% on Friday.

The authorities have also closed schools on Friday as tension mounts in the deeply religious society - and there are concerns the situation may escalate further.

The authorities are also preparing for the annual AU summit, which is due to be held next week.

It will be the organisation's first meeting since the Tigray deal was signed and the government will be anxious to avoid unrest in Addis Ababa, which is where the AU's headquarters is based.

Three archbishops from Oromia, which surrounds Addis Ababa and is the country's most populous region, accused the leadership of the main church of discrimination and a lack of diversity.

They say for too long the Orthodox Church has been dominated culturally by other ethnic groups. Amharic, for example, is the working language of the country, and the patriarch, its influential leader, is an ethnic Tigrayan.

The dissenting clerics said services should be held in the Oromo language - and though the main church says this happens, they say not nearly enough.

The archbishops, who have been excommunicated after setting up a breakaway synod, say they have a great deal of support in Oromia and had organised a counter rally in Addis Ababa.

But in a blow for the dissenters, a court placed an injunction on them on Friday, banning them and the clergy they have recently appointed from entering churches belonging to the Orthodox Church.

The fallout may also have a political element.

Some analysts say the patriarch, Abune Mathias, has not been on good terms with the authorities since speaking out about the war in Tigray, controversially saying that a genocide was being committed there.

Its planned rally was to show off the strength of its support. It was angered after Prime Minister Abiy Ahmed instructed his cabinet ministers to keep out of the matter, feeling the government should take its side.

Following the rally ban and the social media restrictions, it has been announced that Mr Abiy is meeting the patriarch, so tensions may ease over the next few days.

The state-linked Ethiopian Human Rights Commission has also stepped into the fray, releasing a statement on Friday accusing the security forces of using excessive force against followers of the main church.

It refers to extrajudicial killings, beatings, harassment and arbitrary arrests and says eight people were killed during religious clashes last Saturday in Shashamane, a town in Oromia.
