The country has approved a dedicated framework that recognises online gambling as an autonomous activity, with its own concession regime and requirements, separate from those applied to physical casinos.

𝗙𝗼𝗿 𝗼𝗽𝗲𝗿𝗮𝘁𝗼𝗿𝘀, 𝘁𝗵𝗶𝘀 𝗶𝘀 𝗮𝗻 𝗶𝗺𝗽𝗼𝗿𝘁𝗮𝗻𝘁 𝗱𝗶𝘀𝘁𝗶𝗻𝗰𝘁𝗶𝗼𝗻. Entering the Mozambican online market will require more than extending an existing land-based operation to a website or mobile platform. Digital operations will need to follow a separate regulatory route.

𝗧𝗵𝗲 𝘁𝗶𝗺𝗶𝗻𝗴 𝗶𝘀 𝗮𝗹𝘀𝗼 𝘀𝗶𝗴𝗻𝗶𝗳𝗶𝗰𝗮𝗻𝘁. In 2025, tax revenue from physical casinos reached only 54% of the government's forecast and fell 7.3% on the previous year — a decline the Ministry of Finance linked partly to the growth of online gambling. The market appears to have started moving online before a dedicated structure was in place.

Approval of the framework doesn't yet answer every question, though. 𝗧𝗵𝗲 𝗻𝗲𝘅𝘁 𝗱𝗲𝘁𝗮𝗶𝗹𝘀 𝘁𝗼 𝘄𝗮𝘁𝗰𝗵 𝗶𝗻𝗰𝗹𝘂𝗱𝗲: licensing procedures and concession fees, taxation of online operations, permitted products, technical and reporting requirements, and payments, data and player-protection rules.

The signal is positive, but regulation alone does not make a market ready. The real opportunity will depend on how clearly these requirements are defined and how efficiently operators can translate them into their technology and daily operations.

Hold - the share of everything staked that stays with you. A slow weekly decline is margin leaking through pricing, bonuses or product mix.

Deposit success rate — how many deposit attempts complete. As a rough rule of thumb, under ~90% points to payment friction, not players losing interest. Revenue lost before a bet is placed.

Returning players - how many came back this week vs last. The clearest sign of loyalty versus constantly re-buying the same traffic.

None of it needs a data team - just the habit. Check them every Monday and you'll spot problems early.
