An update from Denmark drew particular attention in June: the country’s Ministry of Digitalisation announced a decisive move away from Microsoft software.

Under Digitalisation Minister Caroline Stage Olsen, the ministry has begun replacing Microsoft Windows and Office 365 with Linux and LibreOffice. The transition is scheduled to be completed by autumn and is part of a broader strategy to strengthen Denmark’s digital sovereignty and reduce dependence on large U.S. technology companies.

The ministry is not acting alone. Denmark’s two largest municipalities, Copenhagen and Aarhus, have launched similar initiatives aimed at increasing the use of open-source software in public administration.

The approach is deliberately pragmatic. If technical or operational problems arise during the transition, the ministry has stated that it may temporarily return to previous systems while evaluating alternatives. As the minister has emphasized, progress toward digital independence requires taking practical first steps. Early feedback from employees involved in the transition has reportedly been largely positive.

The decision has also been influenced by broader geopolitical and institutional developments, including cases in which U.S. technology companies restricted access to services for international organizations, as well as renewed political tensions involving Denmark and the United States. Together, these events have reinforced concerns about reliance on foreign-controlled digital infrastructure.
