Full Wi-Fi bars do not always mean a fast or reliable connection.

The bars mainly indicate signal strength. Performance also depends on interference, channel utilisation, the number of connected users, access-point placement and the wired network behind the Wi-Fi.

Adding more access points without planning channels and transmit power can create more interference instead of improving performance.
